Variations in current reference prices of liquid fuels are being pushed upwards due to the usual volatility in international prices of oil and its derivatives, which this week have fluctuated due to uncertainty caused by the Organization of Petroleum Exporting Countries (OPEC) and producers outside of the group, having informal talks in Algeria during the International Energy Forum; also a surprise decline in US inventories, in light of a record drop in imports into the US Gulf of Mexico, which led to a fall in inventories to the lowest level since records began in 1990, due to the passage of tropical storm Hermine, which last week threatened activities in the Gulf of Mexico before moving to the eastern United States, an event which resulted in a drop of the country's oil production and a drop in imports, causing further increases in fuel prices in the region.

From a report by the Ministry of Economy of El Salvador: [GRAFICA caption = "Click to interact with graphics"] The reference prices for the next fortnight are in relation to an upward trend which began with Hurricane Harley at the end of August, along with Hurricane Irma which hit the Florida area in the first week of September, this had a major impact on US refineries off the Texas coasts and the total shutdown of extraction platforms in the Gulf of Mexico, leading to declines in inventories of oil derivatives (gasoline and diesel), which generates lesser supply compared to the demand generated by the catastrophe in different states of the North American nation, together with the continuous demand maintained by the countries that are pure importers such as El Salvador, in this way raising prices in the hydrocarbons markets.

The rise in prices of oil products has been affected by a weakening of the dollar as a currency, as well as fires in Canada, instability in the region producing oil and its derivatives in Nigeria; and a series of suspensions of operations at refineries over fears of a possible hurricane heading towards the Gulf of Mexico, and added to this are supply disruptions in different parts of the world which have elevated international prices causing instability, confirming the volatility in the oil market, leading to abrupt price changes which are becoming impossible to predict, directly hitting the reference prices of liquid fuels in El Salvador.
Airport authorities are preparing the bid documents for the supply of up to 250,000 gallons of fuel per day.
To date, four companies have been invited to tender offers: Ogden (current operator), Worldwide Aviation, Service Air and Aircraft Service International Group.
Juan Carlos Pino, airport manager, explained that, "rather than be for the most economic offer, this contract will be awarded for the best technical offer, since a great deal of experience is required," adding that an upper limit will be set for the price per gallon of fuel.
This week the company CLH Aviación started providing fuel supply services at Tocumen air terminal in Panama.
After having won the tender to supply fuel and lubricants at Tocumen International Airport and regional terminals in 2017 for a period of 120 months, the company CLH Aviación stated that it has successfully started providing operations and maintenance servicesand supplying fuel at the air terminal.
Price per gallon of standard gasoline: Costa Rica $4.21, Nicaragua $4.07, Honduras $3.87, El Salvador $3.56, Guatemala $3.52 and Panama $3.21.

According to data from the IEA, the United States is in full season of hurricanes and the passing of Hurricane Michael through the Gulf of Mexico, on the production of crude oil and derivatives, generated losses in the two days of closure of the storm that represented about 9% of U.S. production of 11.1 million barrels per day. Making the reference prices for gasoline and distillates will present mixed fluctuations.

The meteorological report for the Gulf of Mexico, offered at the beginning of the week of September 3, caused increases in the prices of petroleum products, including distillates such as diesel, due to the imminent passage of tropical storm "Gordon". This climatic event threatened to become a hurricane, which put on alert all oil rig areas, approximately 54 platforms (Alabama, Mississippi and Louisiana) which were evacuated before the arrival of the storm, in addition floods of up to 1.5 meters were expected to occur due to the rising tide, in some refining areas.

During April, the price of WTI (West Texas Intermediate) in the Gulf Coast of the United States had an average value of $51.11 per barrel, an increase of + 7.94% compared to the previous month. In recent weeks the international prices of petroleum products recorded the following variations: -2,09% in special gasoline, -1,46% for regular gasoline and -3,53% in diesel.

The current increases in liquid fuels (gasoline and diesel) are influenced by the decrease in the extraction of oil and processing of derivatives. In the last two weeks the IEA reported a reduction in reserves of 10.58 million barrels of oil and a reduction of 3.03 million barrels of gasoline, generating uncertainty in the international market, reflected in rising prices.

The company AES Panama launched its liquefied natural gas storage system in the province of Colon, from where it plans to supply the entire Central American region.
This liquefied natural gas (LNG) distribution system will supply the 381 MW thermal plant located on site, also owned by AES, which began operating in August 2018.
In 2016 total consumption went up by 8% compared to 2015, explained by a 15% increase in super gasoline and 12% in the A-1 jet fuel.

Fuel demand grew by 7.9% last year, going from 3,023,880,487 liters in 2015 to 3,263,072,075 liters in 2016, as a result of growth of the vehicle fleet, a price level for products which is relatively low compared to previous years, and the higher purchasing power of consumers due to low levels of inflation recorded in the period.
