The initiative, which has yet to go beyond the debate in the Legislative Plenary, establishes the processes and modalities for promoting private investment for the development of public infrastructure, public services and services related to these, applied research projects and/or technological innovation.

"The modules must have the characteristics of a temporary structure (100% dismountable and technically verifiable) allowing its complete assembly and disassembly. The components of the module (foundation/fixation bases, platform, vertical enclosures and roof) will form a single monolithic unit, with seismic-resistant characteristics, resistance to humidity and winds, will provide thermal comfort and will meet or exceed the requirements of the school quality standards approved by the Ministry.

Last year in Central American countries, 31 environmental impact studies were presented for construction projects of buildings for government institutions.

In February 2018, the Central American Bank for Economic Integration (CABEI) reported that it would grant the government of Costa Rica a loan of $31,330,000 to finance the project " Programa Integral de Seguridad y Conservación del Monumento Histórico Teatro Nacional de Costa Rica."

$12 Million More Approved for Public Building

In Costa Rica, an additional $12 million was approved for the construction project of the new Legislative Assembly headquarters, and part of the resources will be used to cover change orders in the construction of the building.
According to official documentation, ₡2.526 million ($4 million) will be used to fulfill change orders in the building's construction, ₡1.522 million ($2.4 million) were requested for exchange rate differential increases, ₡1.016 million ($1.6 million) for interest rate increases on loans granted and ₡2.589 million ($4.1 million) for working capital.

Road Works: Approval to Execute $144 Million

The government of Costa Rica has authorized the execution of resources for the road renovation of 270 km of roads and drainage systems starting in the first half of 2019.
The Ministry of National Planning and Economic Policy (Mideplan) approved the execution of the second stage of the Cantonal Road Infrastructure Program (PRVC II), which should be implemented in five years through 110 projects that will improve 270.8 km of cantonal roads and drainage systems.
