In El Salvador, twelve renewable energy generation projects with a total capacity of 23 MW are preparing to start operations between 2018 and 2020.
The National Energy Council (CNE) reported that the dozen energy generation projects, which will begin operations in the period between 2018, 2019 and 2020, will have the capacity to supply electricity to 771.350 households in the country.
The National Energy Council has announced that they are preparing a tender to contract out a supply of energy generated using solar plants and biogas.
Authorities at the National Energy Council did not provide details about how many MW will be contracted out, but said that the aim is to gear the tender towards generating companies that are already connected to the distribution network, but not participating in the wholesale market.
Two weeks from the closing date, only 11 applications have been received to install self-production energy systems in homes.
Some attribute the lack of interest to the cost of installing the panels, as the return on investment is in the medium term.
Laprensagrafica.com reports that "...The initiative for self producers of renewable energy emerged as part of the policy to diversify sources of electricity in the country which is being carried out by the National Energy Council (CNE by its initials in Spanish) and other bodies. The idea is that people can generate their own energy and sell their surplus to distributors, for which they reserved 1MW... that wasdistributed among the seven distribution companies in the country according to their users. "
The DELSUR power distributorm company has announced it will publish the conditions for a tender on 10 February for the provision of 150 MW of renewable energy .
The design of the tender is being developed in coordination with the General Superintendency of Electricity and Telecommunications (Siget), and distribution companies, said Luis Reyes, executive secretary of the National Energy Council (CNE) to Elmundo.com.sv.
It has been estimated that in the next six years more than 900 MW of additional power will be generated from renewable sources.
A study produced in conjunction with American Cooperation Agency (USAID) revealed that "... from this year until 2021 it is expected that generation capacity will grow by 145.7 MW in energ from hydropower sources, by 102 MW from geothermal sources and 380 MW using natural gas.
It has been announced that by the end of the year the specifications to tender the supply of 150 MW in renewable energy will be ready.
From a statement issued by the Agency for Export and Investment Promotion of El Salvador (PROESA):
The Export and Investment Promotion Agency of El Salvador (PROESA) chaired the announcement by the National Energy Council (CNE) that a new bidding process will be started for the procurement of 150 Megawatts (MW) of power focusing on projects based on unconventional renewable sources and exclusive participation in the wholesale market.
The government has announced that it will disburse the $27 million needed to complete the construction of the aqueduct in Peravia, which will be ready in February 2016.
From a statement issued by the Presidency of the Dominican Republic:
President Danilo Medina instructed the Director General of the Budget, Luis Reyes, to disburse the funds needed, in a smooth and steady manner, for the completion of the construction of the Multiple Aqueduct of Peravia.
The contest announced for the first quarter for the supply of 100 MW of clean energy has been canceled until the need for the recruitment has been defined.
Due to the fact that studies are still being conducted to determine the technical feasibility of the purchase of power generated exclusively from renewable resources and that there is currently a tender underway for traditional energy, the Superintendency of Electricity and Telecommunications has decided to suspend it until there is a clearer diagnosis of the energy needs.
Two companies are carrying out feasibility studies in order to build two wind farms of 20 MW and 30 MW, in the departments of Santa Ana and Sonsonate, respectively.
Laprensagrafica.com reports that both companies are only at the stage of determining feasibility, measuring "... winds at different heights ...".Luis Reyes, executive secretary of the National Energy Council (CNE) said "...
The National Energy Board has announced that it is preparing the conditions for a short-term tender of 100 MW of renewable energy.
Although they have not yet set the date of the bidding process, the National Energy Board and the Superintendent of Electricity are considering including in the same contract solar and wind energy.
Laprensagrafica.com reports that "...The new tender will be held after the award of about 94 MW of renewable energy ... which already has signed contracts.... with energy distribution companies. "
There are now twenty companies, both Salvadoran and from other countries that have purchased bidding rules for the supply of energy.
About 20 companies have acquired the bidding rules for the supply of 100 MW of power to be contracted out with two technologies of generation; they are 60 MW using photovoltaic systems and 40 MW using wind power.
Luis Reyes, executive secretary of the National Energy Council (CNE) said that "there are companies from different countries, including Spanish, Italian, German and Salvadoran. Companies are very interested in this tender . We have received a lot of inquiries from companies."
30 companies have shown interest in participating in the tender for 40 MW of wind generation and 60 MW of solar photovoltaic generation.
Of all interested companies, 18 submitted comments on the bidding rules to the Consejo Nacional de Energía (CNE).
"A fair amount of observations were received from the companies who will participate in the tender, and adjustments have already been made (to the conditions for the tender for 100 MW)' confirmed Luis Reyes, executive secretary of the CNE.
The Banco de Desarrollo de El Salvador (Bandesal) has announced the availability of $10 to $15 million as part of a special credit line for small-scale renewable projects.
From a press release by the Banco de Desarrollo de El Salvador (Bandesal):
On Tuesday, October 22, in facilities of the Salvadoran Association of Industrialists (ASI) and in order to meet the financing needs for the development of projects for small-scale Renewable Energy generation, the Development Bank of El Salvador Bandesal in coordination with the National Energy Council (CNE) and ASI through the Unity Energy Facilitator with Renewable Resources (UFERR) presented to project developers the requirements and guarantees needed for financing projects which have sales contracts for long-term power.
There will be a batch of 40 MW generated by wind power and the remaining 60 MW through solar generation.
From a press release from the Superintendency of Electricity and Telecommunications (SIGET):
The electricity distribution companies through DELSUR, the Superintendency of Electricity and Telecommunications (SIGET) and the National Energy Council (CNE) announced the launch of a new bidding process aimed at electricity generation projects of 100 MW, based on non-conventional renewable resources and exclusive participation in the wholesale market.
More than 70 investors have acquired the rules for the tender aimed at generating energy on a small scale.
"So far we have registered over 70 projects, and this could mean we end up with double the amount of supply we would have had based on the projections of 15 MW. In the end this is going to open a gap enabling the entry of renewable energy into the mix," said Carlos Najera, head of Renewable Energy at Consejo Nacional de Energía (CNE).
