The Panamanian government has submitted an environmental impact study to build and equip a comprehensive educational and cultural center in the city of Chitré, in the province of Herrera.
The Ministry of the Presidency of Panama plans to design, build and equip an integral educational center, which will have a convention center, an amphitheater, exhibition hall, restaurants and 300 parking spaces.
The Ministry of the Presidency will be allocating funds to the development of construction in the district of Chitre and Azuero, and renovation of roads in Parita - Los Castillos.
From a statement issued by the National Assembly of Panama:
A total of $21,767,834 was approved in transfers of items by the Budget Committee,chaired by Deputy Jorge Ivan Arrocha, on behalf of the Ministry of the Presidency.
Empresa Prointec S.A., Consorcio PM ITSE and Consorcio Gestión Integral del ITSE presented three identical amounts, of $4.7 million, in the tender for the project management of the Higher Technical Institute of the East, in Panama.
The consortium PM ITSE is made up of Proyectos, Ejecución y Control de Obras S.A. and Sondeo, Estructuras y Geotecnia S.A., and its bid was $4,797,000.The other bidder is Consorcio Gestión Integral del ITSE, which submitted a bid for the same amount, as did Empresa Prointec S.A.
In addition to the lands belonging to the former employees of Coosemupar, the North American company Del Monte may also be able to use 4,000 hectares in the area that are owned by the state.
Depending on what is negotiated in the agreement between the government and Del Monte, the bill for which will be submitted to the Assembly in January, 4,043 hectares in the Baru area suitable for growing bananas could be used, land which is owned by the Panamanian government.These would be in addition to those leased by company, through the State, by the former employees of Coosemupar.
The draft contract with Del Monte establishes a period of 20 years, which is "extendable" and a minimum investment of $100 million over 7 years.
The Minister of the Presidency, Alvaro German, said that the contract being negotiated with the multinational Del Monte also establishes a performance bond of 5% of the total value of the investment.
A tender has been launched in Panama for studies, design and construction of interconnections with communities surrounding the treatment plant at Chorro Blanco, Chiriquí.

The Ministry of the Presidency is putting out to tender construction of 2,740 sanitation units and 500 affordable housing units in Veraguas, Cocle and Panama West.

Regardless of who is right about the motives, the resignations from an international committee set up to review practices in Panama's financial industry, and the ensuing squabbling, has only aggravated the bad perception of these practices.
