The official notice obliging all entities of the country's financial system to provide the tax authorities with information on the bank accounts of all their foreign clients was published in the Gazette.
In Costa Rica, taxpayers interested in benefiting from exemptions or reduced rates of payment of Value Added Tax must register with the Directorate General of Taxation.
The changes were detailed on October 15, 2019, when the resolution of the General Directorate of Taxation (DGT) No.

In Costa Rica there has been an increase in the incidence Diaspis boisduvalii and Pseudococcus elisae mealybug in crops on the Atlantic slope.

The State Phytosanitary Service of the Ministry of Agriculture has declared a national emergency for the term of one year, due to increasing populations with the Diaspis boisduvalii and Pseudococcus elisae mealybug which are causing severe damage to banana crops. It is estimated that the impact has affected about 24 thousand hectares, according to data provided by CORBANA and the National Commission of Musaceae.
It is estimated that there are more than 50 companies waiting for the definition of the steps necessary to legitimately use the trade mark 'Essential Costa Rica'.

There will be different quality certifications for rods which will facilitate their imports and trade in the construction sector.
The Costa Rican Chamber of Construction (CCC) and the Chamber of Industries of Costa Rica (ICRC) reached an agreement which allow regulations to come into effect which will control the quality of the rods. The technical regulation was issued by the Ministry of Economy, Industry and Commerce (MEIC).
The Superintendency of Telecommunications in Costa Rica has approved an increase of 26% for rates for fixed telephone lines and a reduction in the rate for calls between a landline and a cell phone.

The new rules governing prices agreed by two companies when transfering goods, services or rights between them are now in force.

The law creating a trust to support Costa Rican coffee growers is already in place but the budget of $40 million is still in line waiting for congressional approval.
The law, which has already been published in the the official newspaper La Gaceta, was declared of public interest meaning that it will prevail over anyone opposition.
Elfinancierocr.com reports: "The primary purpose of the trust is the comprehensive care of the needs facing coffee producers, whose production could be up to "two double hundred hectoliters of coffee "(100 bushels) during 2012-2013, and the coffee crops of 2013-2014 ".
The regulation entitled Labelling Regulations on Tobacco Products and Derivatives is in effect, and tobacco companies must adhere to it within one year.
This regulation aims to "establish regulations on the labeling of primary packaging and secondary packaging of all tobacco products and tobacco derivatives, indicating the damage and health consequences resulting from consumption on the packaging itself," noted an article in PrensaLibre.cr.
The regulations for the Law on Protection of the Individual Against the Processing of their Personal Data was published on Tuesday in the Official Gazette.
This regulation provides that in order to collect personal information about an individual for inclusion in a database, their express consent must be gained, which must be stated in a physical or electronic document, and may be revoked at any time desired.
From the 1st of July, the print edition of the official newspaper La Gaceta will no longer be published, and its information content will be available only in digital format.
Both the need for technological change, as well as reducing the ¢ 2.5 million per day ($5,000) in expenses are the reasons why the National Press has decided that the official newspaper La Gaceta will abandon its paper format.
