The American company Blackbaud, developer of software for the cloud, has announced the opening of a center for digital technologies in Costa Rica.

San José, June 4, 2018. Blackbaud, Inc., (NASDAQ: BLKB), the multinational company in the services sector and leader in software for the cloud for social welfare Blackbaud, has announced that it has chosen Costa Rica to install its first digital technology center in Latin America. The company serves customers in 50 countries and maintains rapid growth in the world making this new center its most recent expansion announcement.
Technology Services: $3.3 billion in Exports

In 2016, Costa Rica registered just over $3.3 billion in exports of services through means of technology, information and communication networks.
Of the total value exported, 88% corresponds to large companies, although there is also a significant participation of micro-enterprises (7%). The remaining 5% is shared between medium and small companies.

The country is also losing competitiveness because of its internet services, with average speeds reported of just 6.9 Mbps on the 4G network, far away from the world average and below the rest of Central America.
A report by the international company OpenSignal reports that Costa Rica's 4G network has the worst average global speed, just above India, where the average speed of the 4G network is 6.13 Mbps.

The Telecommunications Authority has announced that by June it plans to issue tenders for a part of the radio spectrum, specifically for private communication frequencies and UHF links.

The Ministry of Finance and the state run power company ESPH have been denounced for anti competitive practices in the tender for an electronic invoicing system.
After the Ministry of Finance convened an ultra fast tender and received only two bids for $27 million and $8 million to develop an electronic invoicing system, the union of technology companies has filed a complaint alleging anti-competitive practices.

The government affects the activity with bureaucratic costs of more than $3,500 for companies who want to use drones.
While in the US there is an online registration process where companies and individuals pay only $5, in Costa Rica the Directorate General of Civil Aviation does not seem to be interested in encouraging the market. An investigation of Elfinancierocr.com reveals that $1,874 has to be paid to obtain certification and to commercially operate the drones, plus $94 per license, an insurance policy for liability and damage to third parties (which is around $1,800), and a course taken whose price varies depending on the school teaching it.
