In October 2017 production limits and the "out of -quota" production concept will eliminate for the manufacture of biofuel and industrial non-food products.
The current production quota for sugar according to the European Common Agricultural Policy (CAP), which applies to the 28 countries in the bloc, is 13.5 million tons per year. The production capacity of sugar producers in the European bloc is higher than the quota, therefore eliminating production limits will lead to a lowering of prices due to excess supply, similar to what has already happened in the milk market following the elimination of production quotas.

The recently passed amendment to the law defines as a priority the use and import of raw materials for the production of biofuels and provides a new price for electricity generated from forest biomass.
With the new law on biofuels in Honduras plans are to invest in technology in order to make better use of bagasse and triple the annual capacity for power generation.
The sugar sector currently generates 140 MW of energy a year, of which it sells 100 MW to the national electric power company at seven cents per kilowatt, and the rest is used for internal consumption by the enterprises themselves.
A new biofuelslaw pending publication includes price incentives and blending gasoline with 5% ethanol.
In addition to price parity with traditional gasoline, the amendment to the Law for Biofuel Production and Consumption includes other incentives related to the availability of specific land for cultivation of oil palm and sugarcane.
