In Guatemala, the distribution company Energuate appealed the resolutions of the National Commission of Electric Energy, arguing that the losses because of social conflict were not considered in the authorized tariffs for the next five years.
The controversy began after the National Commission of Electric Energy (CNEE) approved the Non-Social Tariff and Social Tariff Sheets for the 2019-2024 period, which stipulate the final prices of electric energy service for users of Distribuidora de Electricidad de Occidente S.A. -DEOCSA- and Distribuidora de Electricidad de Oriente S.A. -DEORSA-. Since May 1, increases of between 0.04% and 5.8% in the non-social tariffs of the distributors Eegsa, Deocsa and Deorsa have been put into effect.
From a statement issued by the National Energy Commission (CNEE):
The National Electric Energy Commission (CNEE) reports current rates for the quarter from May to July 2017. This rate adjustment is calculated based on power purchases made by the Distributors, EEGSA, DEOCSA and DEORSA during the months of January to March 2017.Therefore, the electricity distribution tariffs of these distributors, which will be in force from May 1 to July 31, 2017.
The deadline to submit offers in the tender for the purchase of 122 MW to supply final distribution service users from June 15, 2016 to April 30, 2017 has been postponed until June 1.
The change was made by the National Electric Energy Commission as a result of feedback obtained at the briefing held for Open Tender 2-2016 .
With the changes the schedule of events will be as follows:
A call has been made for participation in a tender for the purchase of electric power supply service for final distribution users for the period from June 1, 2016 and April 30, 2017.
Empresa Eléctrica de Guatemala S.A., Distribuidora de Electricidad de Occidente S.A. and Distribuidora de Electricidad de Oriente have made a call to generating companies interested in participating in the Open Tender 2-2016. The energy purchases will be as follows:
The new owner of Energuate plans to invest $32 million this year in expanding and strengthening the network and making service improvements.
One of the first objectives of the company in charge of electricity distribution is to reduce losses, which between "... technical and commercial loses, are close to 20%," said Javier Garcia Burgos, CEO and advisor to the management of IC Power.
Non social tariffs for the period February-April 2016 represent for the EEGSA a reduction of 2%, while for DEOCSA and DEORSA there are no variations.

This rate adjustment is calculated based on power purchases made by the Distributors, EEGSA, DEOCSA and DEORSA during the months of October to December 2015.
It has been announced that IC Power will pay US $299 million for the companies Deocsa and Deorsa, plus another $289 million to cover the liabilities of these electricity distributors.
The promise of sale was announced by the company IC Power in December, and the transaction is expected to be finalised in January this year.
"... Together, Distribuidora de Electricidad de Oriente, SA (Deorsa) and Distribuidora de Electricidad de Occidente SA (Deocsa) cover 19 of the 22 departments in the country; they have 1.6 million customers -providing coverage for about 10 million people and representing about 60% of connected users. "
Between 2007 and 2014 the share of energy generated from renewable sources in the energy matrix of the country increased from 50% to 64%, led by hydropower and biomass.
At the end of 2014 records showed that 951.7 MW was generated by hydropower, equivalent to 37% of the national electrical grid. Additionally, 101 MW of generated by wind power was consumed and 88 MW generated by solar energy.
In the tariff schedule from February to April and the EEGSA Social Rate and Non Social rate will go down by 10%, rates for Energuate and Deocsa will go down by 1%, and rates for Deorsa will go down by 7%.
With this adjustment, the new rates per kW / h will be; for EEGSA, $0.19, Deocsa $0.26, and Deorsa $0.25. These rates will come into effect for the period from February to April and it is expected that this trend will continue with the start-up of plants which are under construction, such as Jaguar Energy.
Of a potential of 1,000 MW of power generated through wind in the country, 101 MW will start to be generated from three wind projects which will start operations in May 2015.
The three projects referred to are those of the companies Viento Blanco which will generate 21 MW, Tresca, with 30MW, and the most advanced, Eólico San Antonio del Sitio, with 52.8 MW, which already has 90% of the necessary infrastructure for it to operate.
Jaguar Energy Guatemala has decided to terminate the contract with the Chinese construction company responsible for the work for the generation of 300 Mw.
José Sarmiento, manager of JEG told Prensalibre.com that "the decision was made based on the same terms of the contract, and is the failure of the Chinese company to deliver the plant in operation in May 2013 and other arrears which have led to Energuate and its distributors (Deocsa and Deorsa) paying out $36 million to date. In total, the guarantees are $73 million."
