The goal of Mayor José Isabel Blandón is to complete the feasibility analysis process and leave the technical reports to the next administration, in order to proceed with the project.

The project, which is just beginning to take shape, will connect the Paitilla sector with the marine viaduct of the Corredor Sur.
In these early stages of the project known as ‘Cinta Costera 4’ plans are for only the road infrastructure and related landscaping.
According to an article in Elsiglo.com the Director of Special Projects of this entity, Carlos Ho, said: "The costs and the final design are still being drafted and have not yet been defined, however, the authorities from the MOP are counting on this work helping to greatly reduce traffic in Paitilla. As part of the Master Plan of Road Reorganization in Panama City, construction has began on the interconnection between Avenida Balboa and the new Avenida Los Poetas.
A press release from the Ministry of Public Works of Panama (MOP) reads:
The Ministry of Public Works announces that as part of the Master Plan of Road Reorganization in Panama City, today sees the start of construction of the interconnection between Avenida Balboa and Avenida Los Poetas.
The Panamanian Ministry of Public Works is the driving force behind the "seawall resort" project, which will form part of the third phase of the coastal strip development.
The development will cover an area of some 6.86 hectares, and will include a circular two-story restaurant (which will be run as a concession), a cobbled square, sports courts, a bicycle path and parking areas.
The Electoral Tribunal has declared invalid a measure to conduct a referendum to decide on the project.
The construction of the third phase of the coastal strip will continue on the schedule initially established, explained the Minister for Public Works, Federico Suarez.
The first task that the company, Norberto Odebretch, who won the bid for $776.9 million, will perform will be work on the underground cables and storm drain arrangements.
President Ricardo Martinelli has announced that he will submit the expansion of the Cinta Costera to a referendum.
The project, projected to cost $776 million, has been the subject of much debate and is viewed with apprehension by the United Nations Educational, Scientific and Cultural Organization (UNESCO).
An article in Laestrella.com.pa reports: "The consultation is so that the voters of the districts of San Felipe, (neighboring) Santa Ana and the Chorrillo can have a say in what should be done in the work that is to be developed by the Brazilian construction company, Norberto Odebrecht.
The President of Panama has announced that the third phase of the coastal strip project will begin immediately, and has discarded the construction of a tunnel that would increase costs by $200 million.
Martinelli denied that last week a Panamanian delegation in Paris had agreed with UNESCO to submit to an international panel three options for the interconnection of the Balboa and Poetas Roads on the coast of Panama City.
The Minister of Public Works has announced that the interconnection works between the Balboa and Los Poetas roads will have the consent of Unesco.
The World Heritage Committee of the United Nations Educational, Scientific and Cultural Organization (Unesco), is considering including Panama in the list of countries with ‘Heritage in Danger’ due to the lack of technical and feasibility studies to ensure that the construction of the third phase of the Cinta Costera will not affect Casco Antiguo and Panama Viejo.
With an underground tunnel which would connect Avenida Balboa and Avenida de los Poetas the third phase of the coastal strip would be completed.
"In the project statement, published yesterday in Panama Compra, the Ministry of Public Works (MOP) said that 'the studies resulted in solving the interconnection with an underpass and a tunnel which would go under the area of El Chorrillo," published Prensa.com.
