Due to the health alert facing Costa Rica, the China Harbor Engineering Company decided to lay off 180 employees working on the Route 32 expansion project, which has already fallen behind on previous occasions.
In December 2019, it was reported that the Asian construction company asked the National Road Council (Conavi) for a 400-day extension to deliver the 107-kilometer extension, which connects the Rio Frio intersection with downtown Limon.
Two years after the publication of the tender, the Varela administration and the Panama Fourth Bridge Consortium signed the contract for the design and construction of the Fourth Bridge over the Panama Canal.

November 9th, 2018. Today, the Government of the Republic of Panama, through the Ministry of Public Works (MOP) carried out the signing of the contract with the Panama Fourth Bridge Consortium, formed by the companies CHINA COMMUNICATIONS CONSTRUCTION COMPANY LTD and CHINA HARBOUR ENGINEERING COMPANY LTD, for the design and construction of the Fourth Bridge over the Panama Canal, in accordance with the award as a result of the tender for the Best Value with Separate Evaluation No. 2016-0-09-0-99-LV-004736, for an investment amount of B/.1,420,027,324.73.
After two proposals were disqualified and another participant withdrew, the consortium formed by two Chinese state construction companies won the tender to design and build the fourth bridge over the Panama Canal.
After Dragados Sucursal Panama, the company that had obtained the best qualification decided to withdraw from the contest, the road was paved for the consortium made up of the companies China State Construction Engineering Corporation LTD and China Railway Group Limited, to win the contest with a economic proposal of $1.42 billion and a score of 69,9%.
The final designs studies for the construction of 107 kilometers of Route 32 are supposed to be ready by the end of September.

The National Road Council (CONAVI) will receive, at the end of September, the final designs for the extension and renovation of 107 kilometers of route 32, in the section between the crossing of Rio Frio and the center of Limón.
The consortium formed by China Harbor Engineering Company Limited and Jan de Nul Panama has been awarded a contract to design, build and operate a cruise terminal in Amador.
The Panama Maritime Authority has awarded the consortium Cruceros del Pacífico a contract to design, build and operate a cruise terminal on Perico Island, in the Amador Causeway.Thetender, in which only the winning consortium participated, was postponed several times, at the request of the companies who had expressed their interest during the approval process.
Nine consortiums from China, Italy, South Korea, Spain, Brazil and Portugal want to be prequalified to design and build Line 3, which has $2.6 billion in financing.

The Panama Canal Authority expects to tender at the end of the year several logistics projects to be developed in 1,200 hectares of land in the canal zone.
The goal of the Panama Canal Authority is to generate value-added services around the extended canal, and according to the head the institution, Jorge Luis Quijano, several state companies from China have already expressed interest in participating in the development of these projects, which could be estimated at $1 billion and would be developed over a period of five to seven years.
China Harbour Engineering Company will have 42 months to expand the road linking the capital San José with the port area in Limón.
