Marco Antonio Esquivel, in his article in elfinancierocr.com, gives a summary of the reforms that were introduced in the regulations of this law among which are: Changing the maximum period that the administration has to pay an SME provider, the possibility of advance payment to SME contractors and the ability to provide collateral for the full amount of the advance, and the use of financial instruments available under the Banking System Law for Development, to pay the participation or compliance assurance and that these can be provided through the Special Fund for the Development of Small and Medium Enterprises (Fodemipyme).
