Three years after the first attempt, the government has announced that the railway project estimated at $200 million will be tendered in 2017 under a public-private partnership scheme.
In 2013 the National Agency for Partnerships for Economic Infrastructure Development (ANADIE) had tried to tender the design and construction of an urban passenger train and a railway terminal, however, it never materialized. Now the government of President Jimmy Morales has taken up the project under the same scheme of a public-private partnership, only evaluating the work at $200 million and not $350 million as projected previously. Diario de Centroamerica reported that the initiative will be presented to Congress.
The launch of a tender for its construction is still scheduled for early 2017 and the line will run parallel to the fourth bridge over the Panama Canal.

The presidents of Panama, Juan Carlos Varela, and Japan, Shinzo Abe, will preside this April 18th in Tokyo, over the signing of the financing and project management of the construction of Line 3 of the Metro de Panama going towards the province of Panama Oeste, a work which is expected to be started at the beginning of 2017 and to be completed in 2022.
The government plans to analyze the feasibility of building a light rail line which would connect line 3 with other provinces, in a first stage to Penonomé, a second to Santiago and a third to David, Chiriqui.
In a statement on Presidencia.gob.pa, it is indicated that "... along with the construction of Metro Line 3 to the sector of West Panama, the administration has scheduled the feasibility studies necessary for the construction of a Light Rail line to connect Line 3 with the rest of the country, through a first tranche to Penonomé, a second to Santiago and a third stretch to David, Chiriqui.
It has been announced that as of December 15th the Tecún Uman San Marcos line will connect with the mexican Compañía de Ferrocarriles Chiapas-Mayab in order to transport cargo from Guatemala.
The Mexican train known as "The Beast", will enter onto Guatemalan soil through Tecún Uman, where it will receive cargo to be transported from Central America to Mexico and the United States. Results of a study undertaken as part of the project indicate that the costs of railway land freight transport could be reduced by between 30% and 40%.
The consortium led by France's Alstom won the contract to supply the integrated system including 21 trains, substations and command systems for the trains.
Alstom, the leader of the consortium that won the tender, has been commissioned to provide the trains and launch Line 1. The contract for Line 2 of Metro de Panama states that the consortium will provide all trains, stations and operate the line.
Three consortiums made up of Chinese, Spanish, Peruvian, Brazilian and Mexican companies submitted bids for the design and construction of Line 2 of the Panama Metro.

The Metro de Panama SA this morning received proposals from three consortia aspiring build Line 2 of the Panama Metro.
After a request from companies interested in submitting proposals for the Best Value Separate Evaluation Tender for the construction of Line 2 of the Panama Metro the deadline for submitting technical and financial proposals, which was Friday 30th January 2015, has been extended.
Free parking in Panama and heavy trains running through the streets of the capital of Costa Rica, are examples of some of the strange decisions taken by their governments.

While the rest of the world discourages the use of private cars as a means of transportation, increasing the costs of their use by setting, among other methods, high costs for parking in urban areas, in Panama, whose capital city suffers like any other city from the growing problems of congestion on the roads, the National Assembly recently passed a law that mandates free parking in "commercial parking lots of any kind or public offices where purchases are made, goods acquired or any services received. "
The Costa Rican Institute of Railways has announced that it is analyzing the purchase of machinery from abroad in order to set up an electric railway system in the capital.
Although an amount for investment in the purchase of electric trains has not yet been established, nor are there any feasibility studies to justify it, the Instituto Costarricense de Ferrocarriles (Incofer) is looking for offers from abroad, especially in Europe and China.
Each new government brings with it a new railway project with new fundraising for further new feasibility studies and new promises of international tenders.
The new plan by the new president of the Instituto Costarricense de Ferrocarriles (Incofer) requires "... at least $600 million to cover about 100 kilometers of track, which includes the route up to Alajuela."
The conceptual advantage that is raising the country above its Central American neighbors is demonstrated by the implementation of the project for Line 3 of the Panama Metro between Albrook and Ciudad del Futuro.

The presentation of the environmental impact study for Line 3 of the Panama Metro, funded by the International Cooperation Agency (JICA) and prepared by URS HOLDINGS is a clear sign of the will of Panamanians to continue strengthening the foundations of economic and social development through the construction of communication routes, which is in keeping with what is clearly taught by the history of mankind: communication generates progress.
The government is inviting bids for the design of engineering services, civil construction, ancillary facilities and line stations, supply and installation for the Integrated Rail System and implementation of the Metro Line 2.
The Ministry of the Presidency, through the Secretariat of the Panama Metro (LA SMP), acting under the legal provisions and the authority delegated by Resolution No.
The government announced that it is studying the feasibility of the project based on an electric train, and some companies have expressed interest in a possible freight service between the port and the greater metropolitan area.
The Ministry of Foreign Trade (Comex) and the authorities of the Instituto Costarricense de Ferrocarriles (Incofer) announced that for funding for the possible launch of the train they will evaluate "... the option of a public-private partnership to execute the work. Guillermo Santana at Incofer said "... 'We have every intention of promoting agreements and developing a more competitive freight train for the region.'"
An announcement has been made that on September 15th the specifications for the tender of construction of the second line, which will have a length of 21 kilometers and 16 stations, will be published.
