The Central Valley is one of the areas already feeling the effects of the lack of infrastructure, as well as well defined plans, - a difficulty in Costa Rica- well executed by public institutions.
The exploitation of groundwater is reaching its limits in a city where 95% of the drinking water comes from that source and is distributed through a network which is 70 years old.
In order for Managua to have the necessary infrastructure to accompany the economic growth projected for the coming years, the city need to invest in new sources of drinking water.
The government of Costa Rica has announced investments in 12 projects in water infrastructure development, technology development and conservation activities.
The plans include an initiative to improve the water supply in the basin of the Tempisque River and coastal communities, a plan for expansion and improvement of the Aqueduct of Bagaces, two aqueduct improvement plans in Liberia and two in Nicoya.
The Institute of Aqueducts and Sewers is tendering services for the improvement of the Big Creek lagoon as a source of raw water supply for the city Isla Colon, Bocas del Toro.

Despite being one of the areas with the highest housing growth forecast for the coming years, the problem of drinking water shortages remains unresolved.
As in 2013 , employers in the area are once again denouncing the problems that exist due to lack of water treatment plants and new water sources in Arraiján and other districts in western Panama.
Some of the possible solutions being studied in the various policies on rural water, are the construction of a new water treatment plant, drilling from underground wells, reinforcing the use of tank trucks and restricting developments of the number of houses that can be built in each stage.

The National Assembly has approved a loan from the CABEI to build water and sanitation systems, storage tanks, septic tanks, sewers and household connections.

The Central American Bank for Economic Integration (BCIE) and the Government of Nicaragua signed a $30 million loan to finance the "Program for Sustainability of Rural Water and Sanitation".
The problem is not new and there are no short-term solutions in the pipeline to counter this difficulty which has slowed investment in several projects for urban and tourism developments.
According to the Costa Rican authorities "... housing growth has slowed ... that's a fact, and it will remain slow for years, because the investments being made are not enough."
Due to water supply problems housing developments have become stalled in 33% of the country's cantons.
The absence of medium and long term plans to solve the problem of water resources in the country is leading to the depletion of water sources that are not ample enough to support the growth of housing construction. This has forced municipal authorities in 27 cantons to reject applications for building permits made by companies developing in areas where the water system has insufficient capacity.
