This measure by the Salvadoran Government is a response to Honduras blocking Salvadoran poultry products.
"The complaint by dairy exporters to the Agriculture Secretary states that 'they [El Salvador] are impeding the entrance of quarantined products like dairy, shrimp and meats without previous notice.

Nicaragua is one of 40 countries to be certified for exports of shrimp to the United States. Certified exporters have to meet US requirements on the conservation of marine species, such as turtles.
Other countries to be certified included Belize, Costa Rica, El Salvador, Guatemala, Honduras and Panama, according to the US embassy in Panama City.
