In the tender for road safety equipment to cover for 15 kilometers of road three companies submitted offers between $2.8 and $3.2 million.
The proposals in the tender for protective barriers on a 15 kilometer stretch of road on the Florencio del Castillo Highway were submitted by: Codocsa, with an offer of $3.6 million, Hernan Solis, with $1.05 million and Horizontes de Vías y Señales, with a proposal of $2.3 million.
The highways council (Conavi) has re-awarded 22 road maintenance contracts after the National Comptroller's Office declared the previous process void.
Of the 22 contracts, the developer Hernán Solís was awarded 17 with three going to Meco, one to Quebradores del Sur and another to the consortium Orosi - Siglo XXI.
"The awards made by Conavi are identical to those made by the same council earlier in the year," reports Nacion.com.
The National Comptroller's Office has annulled the award of 22 road maintenance contracts.
Nine companies had presented a total of 11 appeals against the decision to award contracts to the construction companies Hernán Solís, Meco, Quebradores del Sur and Orosi.
"The reasons include acknowledgement that the Costa Rican Highways Authority (Conavi in Spanish) was unable to state the calculations used in the award as private," reports Nacion.com.
Conavi, the National Road Council. awarded 19 out of 22 road maintenance contracts.
15 were awarded to Constructora Hernán Solís ($142 million), three to Constructora Meco ($34 million) and one to Grupo Orosi ($13 million). Three contracts are still to be awarded.
“Conavi had initially decided to award all contracts ($237 million) to Hernán Solís, but has now decided to distribute them among more companies”, reported Nacion.com.
The board of the National Road Council (Conavi), stopped a process to award 22 contracts worth $226 million.
Conavi staff had recommended awarding all contracts to a single company, “Constructora Hernán Solís”.
Back in October 2009, Conavi invited companies to bid on these 3-year road maintenance contracts. 12 companies participated in the process, but 10 were disqualified.
Costa Rica could declare void a bidding process for 22 road maintenance contracts throughout the country.
According to local newspaper La Prensa Libre, the law unit of Conavi (National Roads Council) and the Road Maintenance Directorate stated that none of the 12 bidding companies comply with all the requisites.
