The Third Chamber of the Supreme Court of Justice did not admit the warning of illegality presented by the CAMCE Consortium in the tender process for the construction and equipping of the new Children's Hospital in Panama.
According to the report of the Evaluation Commission, published on May 22, 2019 on the PanamaCompra portal, the CAMCE Consortium's proposal, which totaled $613 million, obtained a score of 72 and that of Consorcio Acciona Construcción, S.A., which totaled $614 million, its rating was 87.92. After several problems occurred in the previous processes, the Ministry of Health of Panama announced a new tender to build and equip the new Children's Hospital.
The new public procurement process must be carried out because the General Directorate of Public Contracting (DGCP) annulled the reports drafted by the commission evaluating companies interested in participating in September and November 2018.
In the latest analysis to select the companies eligible to build the New Children's Hospital in Panama, the New Children's Hospital and FCC America Children's Hospital Consortia were pre-qualified.
After the report of the Verification Commission, which in September evaluated the companies interested in the work, was partially annualized, a new analysis was ordered.
Due to the fact that the company China Camc Engineering Co. Ltd. filed an appeal, suspension of the act for prequalification of the work, estimated at $281 million, has been ordered.
The General Directorate of Public Procurement decided to accept the Appeal Suit submitted by the representative of the Chinese company Camc Engineering, against the evaluation report for the act for the "Prequalification for studies, construction, equipment and maintenance of the new Children's Hospital, Maternity of the Hospital Santo Tomás, and annexed areas, restoration of the gardens and remodeling of the Abeja building".
Consorcio FCC Américas, Consorcio Posco - Samsung and China Cams Engineering, are three of the six companies seeking to participate in the prequalification process to build the hospital, estimated at $281 million.
Companies interested in participating in the prequalification act are Consorcio Hospital del Niño (Portugal), FCC Americas Consortium Hospital del Niño (Spain), Consortium Posco - Samsumg (Korea), China Cams Engineering Co. Ltd. (China), Consorcio Hospital ChQC Panamá (China) and Acciona Construcción, SA (Spain).
