The Costa Rican Oil Refinery has put out to tender the construction of three tanks for gasoline, diesel and bunker fuel storage.
According to the terms of reference of the contract, the project includes the engineering, procurement, construction, interconnection, testing and commissioning of:
- A carbon steel tank with a nominal capacity of 16,000 m3 to store super gas.
The Panama Maritime Chamber is calling for legislation for fuel services to cover the event of a fuel spill and the operation of ships in domestic waters related to the service.
"We have a maritime laws for classification, construction and manning of international ships, but not for ships in national waters," said Joseph DiGeronimo, president of the Maritime Chamber of Panama, reported Prensa.com.
The industry wants to make the country a regional center supply of the fuel.
Representatives from the bunker fuel Industry, which moves about $1 billion, participated in "The Forum for Bunkering 2012" on Thursday in order to reflect on the changes that must be made after the Canal expansion and the arrival of postpanamax ships, said Joseph DiGeronimo, president of the Panamanian Maritime Chamber.
At an estimated cost of $16.3 million the Costa Rican Oil Refinery is putting out to tender the construction of tanks for storing bunker fuel and asphalt.
Included in the works are:
For the asphalt storage tanks:
-Dismantling of a 1590 cubic meter (10,000 barrels) tank and two tanks measuring 200 cubic meters (1,258 barrels) and associated piping, and transfer of materials to the collection center.
The company Melons Oil Terminal Inc will operate and manage a Fuel Free Zone capable of storing 2 million barrels of oil.

The Cabinet Council has authorized the Minister of the Presidency on behalf of the State to finalise a contract with the company Melons Oil Terminal Inc., for the operation and administration of a Fuel Free Zone capable of storing 2 million barrels of oil .
The Costa Rican Oil Refinery company (Recope) has awarded the construction of four areas to store LPG and related works to the Spanish company Felguera IHI.
A press release by Recope states that:
“The company IHI Felguera SA (Spanish) will be responsible for building the four areas and their related works, on the project called System and Storage of Liquefied Petroleum Gas (SAGAS in Spanish) after having been awarded the works.

Bids were opened on November 8, 2011for the public procurement tender number 2011LN-000009-02 for the four areas and related works on the project entitled ‘System Storage and Liquefied Petroleum Gas (SAGAS)’ where offers were presented by four companies from which the most suitable will be selected by the Costa Rican Oil Refinery (RECOPE SA)
The initial $43 million 12 storage tank project on the island in the Pacific has increased to 16 tanks with an investment of almost $60 million.
The project, which is 60% complete, is being developed by Burkell Holding Inc. and includes a loading pier for shipping fuel.
"The scope of this project has widened from what was originally planned. To begin with 12 storage tanks of various sizes were planned and now 16 units will be constructed.
The Panamanian Maritime Authority has directly granted a concession for a terminal with 66 fuel storage tanks in Balboa and Cristobal to a Greek company.
The company Aegean Oil Terminals (Panama), S.A., will operate the space for 20 years.
Since December 2009, the State has been in control of the 66 tanks after the concession held by company Atlantic Pacific, S.A. (APSA) expired.
The company will build two monobuoys that will be used by Petroterminales de Panama’s supertankers in their facilities in Bocas del Toro.
The first of the two structures weighing 45 tons each will be ready by mid-October.
"Monobuoys are used to stabilize oil tankers that cannot go as far as the dock where oil is received or sent due to lack of port depth", explained Prensa.com.
The Costa Rican Petroleum Refinery (RECOPE) is putting out to tender the construction of four areas for storing liquefied petroleum gas.
A press release from RECOPE reads:
On July 4 [2011] The Public Tender 2011LN 000009-02 "Recruitment of engineering services, labor, procurement of materials, equipment and tools for the design, construction, technology transfer, training, testing and commissioning of four Refinery areas” was published in La Gaceta No. 128.
The new fuel storage facility Alba Petróleos in El Salvador, is being seen as a new option by Guatemalan authorities.
Enrique Melendez, manager of the Guatemalan Association of Petrol Vending noted the possibility of importing petroleum products from the new plant in Acajutla, depending on the conditions of negotiation.
The manager of the Salvadoran Association of Distributors of Petroleum Products, July Villagrán told Prensalibre.com , "I have had contact with Gutamalan and Honduran retailers, and both countries are interested in being serviced by Albapetróleos at some point."
