The Alvarado administration announced a new platform that will serve to digitalize the process of procedures under form D2, which are used to manage studies of low environmental impact.
The platform will initially simplify the registration and tracking of D2 forms, which represents 54% of all cases. The remaining 46% of cases, of medium and high impact, will also be reviewed more thoroughly thanks to a reform of the General Regulations on Environmental Impact Assessment Procedures, explains the official statement.
Facilities have been enabled to approve cadastral plans digitally without requiring the physical presence of surveyors and property owners at the offices of the National Registry.
The new initiative known as Approval of Topographic Plans (ATP) has made the process of approving cadastral plans in Costa Rica digital, as from now on the physical presence of surveyors and property owners on the premises of association of Engineers and Architects (CFIA) or the Land Registry will no longer be required reported that union.
Starting February 25th, goods declaration documents will be transmitted electronically to the Customs Service Information System.
From February 25th Documents Supporting Declaration of Goods in the Customs System Information Service will be transmitted electronically. This is a pilot program that will start running in the Customs Office of Puerto Barrios, Izabal and then will gradually be implemented in all customs offices in the country.
An announcement has been made of a beta version of a digital platform for paperwork and export permits which is integrated with related institutions.

This morning (yesterday) PROCOMER launched the beta version of Single Window for Foreign Trade (VUCE) 2.0 a project that will revolutionize the export sector and domestic importer, offering an interoperable platform ( with approvals in minutes) between the 16 state institutions state that are involved in foreign trade procedures.
By digitalizing the procedures involved, obtaining a building permit requires now 60 days, down from 188.
Five entities, the professional association, the Ministry of Health, Water and Sewerage Department, the Fire Department and the National Institute of Housing and Urbanism (INVU), have been connected via the Construction Project Administration (CPA). Joining them is also the Bank of Costa Rica, as a servicer.
