With a price of $234 million, the company Norberto Odebrecht has been awarded the design and construction of a third power transmission line.
The resolution for the award by the Empresa de Transmisión Eléctrica (Etesa) includes the acceptance of the proposed plan for long-term financing by the Brazilian construction company Norberto Odebrecht, however, it does not detail what the conditions are.
Among the plans to deal with the growing demand for electricity is building a fourth distribution line.
This would allow to maximize the capacity of energy flow and the transmission lines for Colon and Darien. There is also renewed interest in the proposed interconnection with Colombia, focusing on aspects such as lower costs, greater optimization and good roads.
With a price tag of $234 million, Odebrecht obtained the highest score in the tender for the design and construction of a third power transmission line.

Empresa de Transmisión Eléctrica S.A. (ETESA) this morning presented the results of the total scores for the technical and economic evaluations of bids submitted by Consorcio Interconexión Panamá and Constructora Norberto Odebrecht for the design, supply, construction and financing of a third transmission line Veladero - Llano Sanchez - La Chorrera - Panama, in 230kV and adaptation to the associated substations. Meeting the deadlines set out in the Public Procurement Act 22, the company with the highest score in the bid was Constructora Norberto Obredecht.
New hydropower stations have increased installed capacity within Panama to 1,200 MW, but the two existing transmission lines can carry only 600 MW.
Although there is a bidding process to build a third transmission line, it is making slow progress, and the date of opening of financial proposals is still not known.

The Consortium Interconexión Panamá and the construction firm Norberto Odebrecht have submitted bids to design and build the third power transmission line.
"After receiving two proposals, we now proceed to the stage of technical assessment, and later we would analyze the price of each proposal. If all goes well, then we would award and build the project" said Fernando Marciscano, manager of the Empresa de Transmisión Eléctrica (Etesa).
Submission of proposals for the design and construction of the third power transmission line in Panama has been postponed until August 9.
Prensa.com reports: "This project is part of the investment plan by the state run company Empresa de Transmisión Eléctrica, S.A.(Etesa), and although the reference price does not appear in the tender conditions, it is estimated that the new 230 kilovolt line, which starts at the community of Veladero (Chiriqui) and goes to the substation Panama II, will cost $146 million. "
Colombian electricity companies are proposing private investments to finalize the project that would allow them to sell power to Central America.
Interconexión Eléctrica S.A. and Grupo de Energía de Bogotá have shown interest in making electricity interconnections between Colombia and Panama.
The intention of both companies was expressed after the Panamanian president, Ricardo Martinelli, said that the country did not have the resources to develop the project which has a cost of approximately $500 million.
The verification commission has concluded that all of the companies interested in buying the 51% stake in the electricity distributors are eligible to submit bids.
"The commissioners began evaluations on July 14, after the National Authority of Public Services (ASEP) received documentation from companies interested in the stake, including proposals from the existing concessionaires Gas Natural Fenosa and Elektra Noreste SA who wish to continue offering the service," reported Prensa.com.
Thirteen companies have toured the Etesa power substations as part of the bidding process for the design, supply, construction and financing of the third transmission line of 230 kilowatts.
According to Argelis Echazabal, Project Manager at Empresa de Transmisión Eléctrica S.A. (Etesa), the tour is part of the bidding process as indicated in the tender conditions, so that bidders can obtain all the necessary field information for preparing their proposals.
An award will be given for the construction of the third transmission line Veladero-Llano -Sánchez-Chorrera Panama of 230 kilowatts, and the Associated Substations.
The companies who attended the clarification meeting of the tender sought to extend the deadline for the receipt of bids, set for next July 1.

The public hearings, undertaken as part of the tender for three trusts to privatize the services provided by the Empresa Nacional de Energía Eléctrica, have been were postponed.

The International Finance Corporation has shown interest in both funding the bi national project and expanding the Panamanian electricity transmission network.
This was announced by Roberto Albisetti, general manager of the International Finance Corporation (IFC) for Central America, who noted that energy demand in Panama and the region will double in the next few years and that interconnection projects are an important step in regional integration .
The Instituto Costarricense de Electricidad is putting out to tender the purchase of cables and hardware structures for transmission lines.
The target date for opening of bids is May 15, 2013 at 09:00.
The type of procedure to be performed is an abbreviated tender and the budget is estimated at three million three hundred thirty-six thousand one hundred thirty-six U.S. dollars U.S. ($3,336,13.00).
