In Costa Rica the bill against tax fraud has removed the power of the tax authorities to collect and put in place embargoes through an administrative decision.
Instead, members of the ruling party will support the proposal that tax debts be resolved in the courts, "... as the Ministry of Finance negotiated with representatives of the National Liberation Front party (PLN), Social Unit Cristian Party (PUSC) and the Libertarian Movement Party. " The only condition imposed by the Citizen Action Party (PAC) is that the requests for embargos be resolved by the courts within a period of 3 working days.
A leading figure in the ruling party has introduced a bill that would allow state electricity company to produce geothermal energy in national parks or protected areas.
According to the deputy Otton Solis, member of the Citizen Action Party and sponsor of the bill, "... in the national parks there is a potential of about 350 megawatts of geothermal energy that can be harnessed, under highly rigorous environmental requirements."
A bill in Congress could expand the state monopoly held by Recope to the LNG market.
Nacion.com reports: "The initiative was presented by five members of the Citizen Action Party (PAC by its initials in Spanish), with the intention of safeguarding the hydrocarbon, taking into account a legal loophole which could leave it outside of state control. If the law reform comes to fruition it would create a monopoly on liquefied natural gas, just as with other fuels. "
