This compromises the integration in the region, because it will never be a good idea to do business with someone who has a gun in their hand.

Integration assumes there is a common set of rules based on a philosophy which is also commonly held by all participants in the group. The Central American countries have - so far - rules that allow the development of their economies according to liberal criteria which - below the relationship between companies - leaves out force as a factor in conflict resolution, appealing - always - to systems of justice.
The Cabinet Council has approved Panama joining the Economic Integration Subsystem of the Central American Integration System.

The Cabinet Council approved a project that supports the Protocol of Incorporating Panama into the Economic Integration Subsystem of the Central American Integration System.
"SIECA is currently under question, ever since the appointment of the Secretary General was made abnormally."
The Federation of Private Entities of CA, Panama and Dominican Republic (FEDEPRICAP), canceled a meeting with the Spanish Organizations Confederation because the meeting was sponsored by the Central American Economic Integration Department (SIECA) as part of a project which manages the Department itself.
The Government filed a motion to rescind the appointment of Ernesto Torres Chico as head of SIECA.
"What we're asking for is the application of due process, transparency and respect for institutions, so not to impose a Secretary General in violation of the procedures and mechanisms established in the Central American instruments" said Minister of Foreign Trade, Anabel González.
Following the resignation of Yolanda Mayor, Ernesto Torres Chico was appointed director of Comieco.
The foreign ministers of El Salvador, Honduras, Nicaragua and Guatemala, and the ministers of Comieco, except Costa Rica, accepted the resignation of Mayora de Gavidia as director of the Central American Economic Integration Department (SIEC).
Erick Coyoy, Minister of Economy of Guatemala, told La Prensa Libre, "She (Yolanda Mayora) stated in the resignation, that there was a decision ratified by four governments regarding her continuation in office and made her job available."
Yolanda Mayora de Gavidia will continue to lead the Central American Economic Integration Secretary.
The decision was made by the Council of Ministers of Economy of Central America, reversing the decision made by 4 regional Presidents to oust Mayora as head of the agency for economic integration.
"By failing to appoint a new secretary, the current executive will continue in office," stated Erick Coyoy, Guatemala´s Minister of Economy.
Having adversely affected the interests of regional bureaucracies through the process of speeding up the integration procedures could have triggered the replacement of Yolanda Mayora.
Business associations and interested groups in the economic integration of Central America are reacting against Mayora´s dismissal, who had energized the regional economic integration process.
At El Salvador´s request, Central American governments separated Yolanda de Gavidia from her post as Director of the Central American Economic Integration Department.
Reasons for the dismissal of the former finance minister of El Salvador were not disclosed.
Of Salvadoran citizenship, Gavidia had been appointed secretary general of SIECA for a period of four years ending in 2013.
Guatemala, El Salvador and Honduras will share information on migration between their territories.
El Salvador´s Director of Immigration, Ruben Alvarado, consulted by Reuters, referred to the issue, "….the exchange of information was agreed on migration of people who have been denied visas or residence, deportation or expulsion, and who have submitted fraudulent or altered documents those as well as those who have arrest warrants."
A meeting between the Central America Integration Secretary (SICA) and the Republic of Korea concluded with important agreements in regional cooperation, economy and security.
The Central American nations expressed their concern for the serious crime situation experienced in the region, and invited Korea to support the International Conference for Central America’s Security Strategy, planned for next year.
President Ricardo Martinelli commented that he could ask the population whether to open the Darién Gap.
He acknowledged, however, that now is not the best time to do it, as it would likely be rejected.
