The new parking platform raises to 22 the number of aircraft that can be attended to simultaneously at the international airport in San Salvador.
Elsalvador.com reports that "...The work represents the first expansion project with a direct impact on customer service for passenger aircraft at San Salvador International Airport in the last 18 years and will be crucial in improving its operational capacity."
The Autonomous Executive Port Commission plans to issue debt in 2017 worth another $68 million, to finance the expansion works of the Comalapa terminal.
This will be the third issue of debt bonds to finance the airport's expansion project. The first was in 2013, in the amount of $58 million, and the second, for $19 million, took place in October 2015.Laprensagrafica.com reports that "...To date CEPA has only reported that using some of these resources, four new waiting rooms, which are expected to be built in the terminal, will be paid for."
There are no companies interested in resuming operations at the Salvadoran port terminal under the public-private partnership model.
The tenders to award a concession of the terminal did not peak the interest of any company, and now, the possibility of operating the port La Union under the legal concept of a public-private partnership has also been found to not be an attractive option. The Salvadoran government has insisted on finding a way for La Union to become operational, even thoughthere is not enough maritime traffic to be served by this terminal and that of Acajutla.
It has been announced that the company China Railway Company is studying whether it would be feasible to reactivate a passenger train service between San Salvador and the area of Sitio del Niño, in the municipality of San Juan Opico.
Authorities at the Executive Port Commission (CEPA) explained that the studies that were started during the previous administration with the Spanish company Tramrail have not been completed, and now it is the company China Railway Company which is analyzing the feasibility of the project.
Aeroman has announced that together with the CEPA it is preparing for the construction of a sixth aircraft maintenance hangar at the airport of Comalapa.
The construction of a new hangar will constitute the "... second stage of Aeroman's investment, as part of what was agreed in the Memorandum of Understanding signed between the Government of El Salvador and Aeroman in September 2014."
The Salvadoran government has ruled out making another tender to grant the operation of the terminal and is preparing a bill so that it can be granted under the form of a lease.
The mistakes made when trying to put out to tender, repeatedly, the operation of Puerto La Union will not be repeated again, as now a proposal has been made to change the format under which the terminal operates from a concession to a lease arrangement The Salvadoran government insists on finding a way for La Union to be operational, even thoughthere is not enough maritime traffic to be served by this terminal and the one in Acajutla.
Elmundo.sv reports that "...The Technical and Planning secretary of the Presidency, Roberto Lorenzana said that the Executive Branch will promote to the Legislature the Port Services Act which allows for operation of this terminal to be granted under a lease format. The official recalled that investors who initially showed interest in the project were not attracted to the idea of a concession of this port governed by the Law on Concessions, which establishes certain conditions and the payment of an initial fee and a defined cargo quota in a port with a minimum cargo handling and which is located in an 'inappropriate' place. "
In this regard, the executive director of Coexport, Silvia Cuellar,"... said although offering facilities will probably help attract investors, they are concerned that the discussion of what to do with the port is advancing slowly, while other terminals such as Puerto Cortes in Honduras and Puerto Santo Tomas de Castilla in Guatemala are undertaking improvement projects to attract more cargo to their facilities. "
A conflict of interest between the two ports has been revealed following a demand for the concession of the Puerto de La Union to include the Port of Acajutla.
The failure of the Puerto de La Union - the concession for which no longer even has any suitors - has a basic cause: neither today- nor in the medium term- is there enough maritime traffic for both terminals to have enough work.
The Autonomous Executive Port Commission of El Salvador is putting out to tender the construction of 4 waiting rooms for passengers at the Monseñor Oscar Romero International Airport.
For the second time so far this year the Autonomous Executive Port Commission has launched a tender to expand the airport in Comalapa.
Tenants of commercial property at the international airport have announced they will not make investments until the government states whether it will renew contracts and maintain rent costs.
The lack of concrete answers from the Autonomous Executive Port Commission (CEPA) could endanger new investment of at least 84 tenants operating in the El Salvador International Airport, reported Elsalvador.com.
A tender has been launched for the design of an extension of the passenger terminal building, 4 aircraft parking spaces and 4 waiting rooms at the Comalapa International Airport.
Government Purchase El Salvador LP-21/2016
"Construction of four (4) waiting rooms for passengers at the International Airport of El Salvador, Monsignor Oscar Arnulfo Romero y Galdamez".
The funds raised will be used to complete construction of waiting rooms and a food area and start works on four aircraft platforms and the parking area.
Pension operators were the main buyers of the securities placed by Hencorp Exchange on October 19 in the local market, as part of the total emission worth $78 million approved in 2012 to finance the expansion of the international airport.
The government of El Salvador has changed his mind regarding a PPP for the expansion of the International Airport, prompting the withdrawal of technical support for the project from the US.
According to the Technical Secretary of the Presidency, Roberto Lorenzana, the argument to dismiss the PPP is based on the fact that following this business model would only bring the State rental income for 25 years, while the airport currently receives $40 million a year in net income.
The endless delays in decision-making have led the US government to suspend the technical support offered through the Technical Assistance Office of the Treasury Department.
The decision to suspend the technical support which was being provided under the framework of the Partnership for Growth, through the Technical Assistance Office of the Treasury (USG), is based on the slowness with which processes are being enacted to start the expansion project of the airport in the capital, as well as the failure of the tender for the port of La Union.
A contract has been awarded, directly, for ground support and flight dispatch, amid questions about the procurement process not being followed correctly.
Arguing that this is to do with a business operating contract and not a concession, criticism from the authorities of the Autonomous Executive Port Commission were defended. Although the company had promoted the tender in March 05/2015 "Selecting two operators to provide the service of ground support and flight dispatch of aircraft to airlines and general aviation", the procurement was made without following the Law on Procurement of Public Administration (LACAP).
The Executive Port Commission is putting out to tender consulting services for engineering designs for the expansion of the passenger terminal at the Monsignor Romero airport in San Salvador.
