Comisión Ejecutiva Hidroeléctrica del Río Lempa (CEL) intends to finance the projects with its own funds and a loan from the Central American Bank for Economic Integration (BCIE). The documents have already been prepared for the corresponding tender, which is still pending approval by the BCIE.

David López Villafuerte, president of CEL, told Elmundo.sv that "... they are prepared to publicly launch the first three tenders as part of the resumption of work related to issues such as machine houses, civil works and provision of materials such as concrete and stone. "

It is also noted that "... meetings with entities such as the Salvadoran Chamber of Construction (Casalco) are being carried out and will therefore allow national companies to participate in the completion of the El Chaparral dam ."
