Costa Rica, which has serious problems in its road infrastructure, also has problems with the "information highway", according to the opinion of executives at companies that do teleworking.

An article in Nacion.com reports that "...The failures and deficiencies in internet connections in the homes of their employees, in fact, are the second biggest inconvenience that companies experience when teleworking, said employers in the Quarterly Business Survey which the Union of Chambers and Associations of the Private Business Sector (Uccaep) presented at the beginning of this year."

It is not only a question of Costa Rica's low average bandwidth, but also the low quality of the connections, which often do not have the required stability. Edwin Estrada, Deputy Minister of Telecommunications, said that his concern was "... the impact of connectivity deficiencies on competitiveness and job creation in the country: ' There are companies that want to offer work, for example Amazon, and they hold work fairs in places such as Perez Zeledon and Grecia, but what is that they are asking of people? First, they have to speak English and, secondly, they have to a connection of at least 10 Mbps, which is continuous and does not fail'."

" ...According to the Superintendence of Telecommunications (Sutel), for the last quarter of 2016, 34.3% of fixed wired internet connections had speeds of below 2 Mbps (megabits per second), 59.3% were between 2 Mbps and 10 Mbps, and only 6.4% of the subscriptions were broadband."
