$70 million Prison Tender Relaunched

After canceling the previous tender process, the Panamanian government has called for a new competition to build and equip a new prison in Colón.

After receiving complaints from 3 contestants, on March 30 of this year, the tender for the "study, design, construction and equipment of a new prison complex in Colón" was canceled.

The new request for proposals states that "The project will be composed of two independent penitentiary centers (Male and Female), it includes the construction of a modern penitentiary complex for people deprived of their liberty in the Province of Colón, in where compliance must be made with the three basic principles of:

- Security
- Respect for Human Rights
- Rehabilitation for Resocialization

This new Penitentiary Complex in the Province of Colón will comprise two modern completely separate centers, both physically and in their administrative structures; The center will be built for a total population of 1,646 people deprived of their liberty, among them men and women; with the male center having capacity for 1,570 prisoners and the female center for 76 prisoners. This separation occurs in compliance with the requirement of the Law." Reference value: $70.405.352.

The deadline for receipt of bids is June 21, 2017.

In the tender process for the design, construction and equipping of the new Colon Penitentiary Complex, four proposals were submitted that ranged between $77 million and $75 million.

The Government Ministry stated that in the tender ceremony bids were received from Consortium CCJ Panama for $77.4 million, Consorcio Centro Penitenciario de Colón, for $77.2 million, Consorcio Desarrollo Penitenciario de Colón, for $74.9 million, and Consorcio Sistema Penitenciario de Colón, for $76.7 million.

Panama: Nobody Wants to Build Prison in Colón

The $64 million tender to design, build and equip a new prison complex in the province of Colon has been declared void.

The tender was postponed in February this year, in order to give more time to companies that had participated in the approval meeting on February 15. Despite this extension, no proposals were received from any companies.

Prison Out To Tender for $18.6 million

The Ministry of Government of Panama is inviting bids for the design, construction and equipping of a new penitentiary in Chiriqui.

The contract includes the development and approval of plans, design, construction and equipping of the new David Prison in the Chiriqui Province.
