Vehicle License Plates: Tender Declared Null

In Guatemala, the Superintendence of Tax Administration rejected the offers presented by Tönnjes Card International, S.A., and GSI Guatemala, S.A., valued at $10.3 million and $8.8 million, respectively.

The report drawn up by the Tendering Board states that "... because the non fundamental requirements established in the Tendering Rules in Chapter Two Special Provisions have not been corrected, it is determined to Reject the tenders presented by the bidders...".

Regarding the requirements that could not be corrected, explains that "... Tönnjes Card International, S.A., responded to the tenderer that it could not meet the delivery deadline of 120 days - four months - for the first batch of 70 thousand plates and the deadline they offer is 220 days - seven months and 10 days. In the same way, the terms for the rest of the lots would be longer."

The article adds that "... In the case of GSI Guatemala, S.A., contradictory data are mentioned about the material of the plates and the designs required and the technical proposal for testing them, besides the fact that they did not take as valid three references from satisfied customers. The decision of the Tendering Board must be discussed by the SAT Board of Directors, in order to evaluate whether it should be approved."

The tender consists of supplying 835,000 pairs of metallic circulation plates for land vehicles using two plates and 810,000 metallic circulation plates for land vehicles using one plate. The plates for land vehicles must be manufactured in aluminum (AL00) and retroreflective sheet, both resistant to all weather conditions and corrosion. As far as quality is concerned, the plates must comply with all the requirements of ISO 7591."

Driver's License Tender Declared Void

February 2018

In Panama, none of the three participating companies met the requirements established in the $62 million tender to issue driver's licenses.

On January 23, the process to provide the service for the issuance of driver's licenses and vehicle ownership cards, as well as the issuance of cards for weights and dimensions, for a period of 10 years, was declared void. 

Tender for 400,000 Licence Plates

August 2013

The Revenue Office of Honduras has began the process of acquiring more than 400,000 licence plates for private vehicles and motorcycles at a cost of up to $1.8 million.

According to Alejandrina Rodriguez, administrative manager of the Executive Directorate of Revenue (DEI), the tender states that the earliest delivery of all the plates must be 60 calendar days from the signing of the contract, with the ability to deliver in two installments, one at 30 days and one at 60 days.
