Electronic invoices not only reduce operational and administrative costs but also produce better competitiveness among businesses by increasing fiscal transparency in the market.

The slow pace with which the process for establishing the mandatory use of electronic invoices in Costa Rica has been carried out has prevented companies and the treasury itself, from being more efficient, in the first case in terms of controls and in the second of the collection of taxes.

In his opinion article on Nacion.com Orlando Ramirez of the National Committee on Electronic Invoices explained the benefits of implementating electronic invoicing for business competitiveness and fiscal transparency.

"... Electronic billing for business is highly profitable. It has major effects in reducing printing costs, distribution of documents, fuel consumption, the work of filing and retrieving documents, as well as invoice processing. "

"... and we shouldn't underestimate the value for large taxpayers, who can be flooded with paper or run a major tax risk by using printing and document backup mechanisms that are unauthorized by the Tax Authority."

"... Personal electronic invoicing also produces significant returns for the person who issues them. The Ministry of Finance has placed special emphasis on its use by this market segment in order to reduce tax evasion. "

Controversy Over Electronic Receipts System

In Costa Rica, more than 20 companies have complained that performance of the Ministry of Finance's electronic receipt system is very poor and that it collapses when companies such as telephone companies process receipts on a large scale at the beginning of the month.

In response to the complaints made by companies using the system, the Ministry of Finance defended itself stating that the system has no problems and, worse, that they are concerned that  "... complaints [are being made] with data and figures whose origin is unclear"

Difficulties with Electronic Receipts

Lack of Internet access in some areas of Costa Rica is hindering use of the electronic receipt issuance system, which in November must be implemented by all companies.

In March the Ministry of Finance reported that between September and November of this year all companies in the country had to start using the compulsory electronic billing system.

In September 2007, through the Agreement of Directory Number 24-2007, the SAT implemented the "Optional Electronic Invoice Regime" - FACE 1- and as its name indicates, use of Electronic Invoices was optional for taxpayers. 

Guatemala: Digital Invoices for Small Taxpayers

December 2012

The Tax Authority is investigating extending the requirement to use digital media for invoicing for small taxpayers.

The Superintendency of Tax Administration (SAT) said the matter is under review and that bill will have to be drawn up.

Currently only large and medium taxpayers are required by law to use digital invoices.
