Tender of 310 MW in El Salvador

AES El Salvador will launch a tender in March for 310 megawatts of energy to replace medium-term contracts which will expire at the end of July this year.

Miguel Bolinaga, vice president of the electricity market and external relations at AES El Salvador, said the opening of bids and the award will take place no later than April.

"However, he confirmed that pursuant to the General Electricity Law, the tender conditions, subject to review by the Superintendency of Electricity and Telecommunications (Siget), were sold in January to all bidders, who should by now have sent their comments to be incorporated into the definitive competition conditions, as this is a dictate of the General Electricity Law.

‘Siget has about 20 days to accept or reject these observations, but the process is underway. We should be opening (bids) in early April, as is done every time there is a tender of this kind, with Siget declaring the winners’, he said", according to an article in Elsalvador.com.

Contracts for 310 MW Awarded in El Salvador

For the tender of 310 MW, awards were granted to six generators in El Salvador, for a term of four years.

All of the proposals submitted were below the $186.39, price ceiling set by the Superintendency of Electricity and Telecommunications (Siget). According to the chief of the Siget, Luis Mendez, the total amount transacted is approximately $1 billion.

The tender for the purchase of 350MW for 15 years has to be repeated after having been declared void on the first occasion, and for the fourth time there will be a competition for the provision of 70MW for 5 years.

The Superintendency of Electricity and Telecommunications (SIGET) must provide new tender condition documents, dealing with the main obstacle in previous contests, limiting bids to suppliers of electricity generated by renewable resources, exclusively gas or coal.

New Date for Tender for 350MW in El Salvador

The General Superintendency for Electricity has set a new date, February 9th 2012, for the deadline for submission of bids for the long term supply of 350MW.

With this move the regulator has ruled in favor of the company Cutuco Energy who appealed against a change in the date.

AES El Salvador announced that $27 million will be invested next year to expand electricity coverage.

Ricardo Vega, AES Vice President of Operations, commented a bidding process which would generate 300 megawatts in 15 years, promoted by the Superintendence of Electricity and Telecommunications.
