Tender for Registry Information System for $11 million

The Panamanian Public Registry has put out to tender the implementation of new computer registry system.

According to the specifications the tender is for, supply of services, installation, training, configuration, consulting, support and
implementation of hardware, software, processes, reengineering, policy adjustments, inputs and licensing for the technology and systems infrastructure for
the Modernization of the Registry System with integration to the Electronic and Digital Signatures System –Electronic Registration, Public Registry of Panama.

The deadline for submission of proposals is 22 September 2011.

Delay in Electronic Signature in Panama

The use of digital signatures scheduled to begin this year is several months late and will not be implemented until February 2014.

Several factors are responsible for the delay, among which is the delay in the tendering act which had to be performed twice, said Hernando Carrasquilla, director of Public Registry. The company awarded the tender was the Spanish consortium Indra Sistemas.

The Public Records Office will have a budget of $4 million in 2011 to begin the project.

The director of the Public Records Office, Luis Barría, commented that the pilot scheme is part of a $47 million project called "País Sin Papel" ("Paper-free Country"), in which the Panamanian state is seeking to modernize its processes.

Costa Rica: Use of digital signature starts in March 2009

It is expected that public and private banks will start to distribute the first digital certificates in March 2009.

These certificates are a part of the digital signing process which includes the creation of a complex system in which digital signatures will have the same validity as physical signature.
