Tender for Metro Line 3 Report Cancelled

In the tender for the design and construction of Line 3 of the Panama Metro, the report of the evaluation board was partially annulled and the committee was asked to conduct a new analysis of the proposals of HPH Joint Venture and China Railway Group.

Thursday, December 12, 2019

In light of the complaints filed, the General Directorate of Public Contracting resolved to "partially annul the report of the Public Act Evaluation Commission" and also ordered that the "same evaluation commission" carry out a new partial analysis of the proposals presented by two China Railway Group Limited and the HPH Joint Venture Consortium.

In the case of China Railway Group, the Commissioners will have to explain "... in better detail, which elements have led them to reduce points, so that the criteria used and that have served for the commission, are in accordance with the score granted."

In the HPH Joint Venture proposal, it must be determined whether "... the proposed financing structure is viable and favorable to the interests of the Republic of Panama".

The tendered project will be developed under a turnkey scheme, will have a 26.7 km route with 14 stations and will use the fourth bridge over the Panama Canal to cross to West Panama.
