Tender for Licenses: Single Bid Discarded

Because the proposal submitted by Mayoreo de Computacion S.A. does not comply with some of the formalities required, in Guatemala decided to discard the only bid submitted in the tender for the service of issuing licenses to drive vehicles.

The company, which has been in charge of providing the service for 20 years and whose commercial name is Maycom, was the only one that presented its offer at the public ceremony, which totaled Q857 million ($111 million), but derived from some errors found in the documents, the authorities disqualified the proposal.

The minutes published on the official website explain that after the review of the file "... resolves to reject the offer presented by the offeror ... Based on the above, this Board resolves not to award the tender event ...".

The purpose of the Public Tender is to contract the service for the total administration, production of driving licenses, including the provision of human resources, infrastructure to operate the printing system, computer equipment for data processing, telecom network, start-up and maintenance in optimal operating conditions, development, implementation of systems necessary for the production of documents, technical support and maintenance of equipment and programs provided, which ensure security with generally accepted international parameters and according to the Spanish language.

The current contract expires on December 31, 2019, so this tender seeks to award the service from January 1, 2020, and its duration will be 84 months.

In Guatemala, the company Mayoreo de Computación S.A. was once again selected by the authorities and will be in charge of providing the service of issuing driver's licenses for an 84-month term.

According to the awarding minutes, which were published in the Guatecompras.gob.gt portal on February 18, for the public tender in question the German company Mühlbauer Id Services GMBH submitted a proposal amounting to $97.7 million and that of Mayoreo de Computación S.A. An appeal of disagreement filed by Mayoreo de Computación S.A. was rejected after the Guatemalan authorities dismissed its proposal, the only one presented in the contest.

A few days ago the Qualifying Board of the tender informed that it was resolved to reject the offer presented by Mayoreo de Computación S.A. (Maycom), because the file did not comply with some of the required formalities.

Driver's License Tender Declared Void

February 2018

In Panama, none of the three participating companies met the requirements established in the $62 million tender to issue driver's licenses.

On January 23, the process to provide the service for the issuance of driver's licenses and vehicle ownership cards, as well as the issuance of cards for weights and dimensions, for a period of 10 years, was declared void.
