Tender for Licenses: Appeal Rejected

An appeal of disagreement filed by Mayoreo de Computación S.A. was rejected after the Guatemalan authorities dismissed its proposal, the only one presented in the contest.

A few days ago the Qualifying Board of the tender informed that it was resolved to reject the offer presented by Mayoreo de Computación S.A. (Maycom), because the file did not comply with some of the required formalities.

Maycom was the only company that in the public act presented its offer, which amounted to Q857 million ($111 million), for the tender that aims to contract the service for the total administration, production of driving licenses, including the provision of human resources, infrastructure to operate the printing system, computer equipment for data processing, telecommunications network, its start-up and maintenance in optimum operating conditions, the development, implementation of the systems necessary for the production of documents, technical support and maintenance of the equipment and software provided, which guarantee security with generally accepted international parameters and according to the Spanish language.

After the company was notified of the disqualification of its proposal, a claim action was filed, however, the authorities decided not to admit it, arguing that the requirements of the bases were clear.

The current contract expires on December 31, 2019, so this tender seeks to award the service from January 1, 2020, and its duration will be 84 months.

In Guatemala, the company Mayoreo de Computación S.A. was once again selected by the authorities and will be in charge of providing the service of issuing driver's licenses for an 84-month term.

$58 - $61 Million Driver's License Bids

Two businesses responded in Guatemala to the bid for the concession of the system of issuing driver's licenses.

For the eight years of the duration of the contract, the proposals submitted were $58 million by Corporación Inmobiliaria La Luz and $61 million by Maycom.
