Tender for Immigration System Postponed

In Guatemala the government is preparing to make a new diagnosis of the immigration control system to structure a new tender in the future.

The Ministry of the Interior in Guatemala has announced that feasibility studies are to be made for implementing a new system for migration control and also that they could be willing to build the foundation to develop a new contract, though a date for the competition was not given. The tender was awarded to the Swiss company Security Assistance Group, SA, but as it is in the middle of a process which is under question, the minister confirmed the termination of the contract.

From a statement issued by the Ministry of Finance in Guatemala:

Interior Minister Francisco Rivas Lara gave details of the reasons why contract 7-2014 will remain terminated, a contract which is "dedicated to modernizing the registration and documentation of the migration control service," signed with the company Security Assistance Group.

He said that the contract will remain terminated despite the ruling issued by the Attorney General's Office (PGN by its initials in Spanish), to rescind the resolution and that it is not yet known why the PGN issued this ruling which had not been requested, which is described as non-binding.

A contract was awarded to the Swiss company Security Assistance Group, SA but it is one of the disputed contracts in the context of the corruption that has been uncovered in the country.

The contract was awarded in July 2014 and the tender was made ​in the form of "emergency contract".

The Ministry of Public Security in Panama is putting out to tender the supply and implementation of an Information System for Migration Operations.

SUPPLY AND IMPLEMENTATION OF A COMPUTER SYSTEM FOR MANAGING MIGRATION OPERATIONS, BIOMETRIC DATA, NEW IDENTITY DOCUMENTS FOR FOREIGNERS, INCLUDING THE MATERIALS AND EQUIPMENT NEEDED FOR ITS IMPLEMENTATION AND ENFORCEMENT OF THESE OBJECTIVES FOR THE NATIONAL IMMIGRATION SERVICE.
