Tender for Boulevard Diego de Holguín Declared Void

The Salvadoran Ministry of Public Works has declared the tender void due to lack of bidders

A press release from the Ministry of Public Works states that it “is prepared to proceed promptly to a private bidding process for the Diego de Holguín Boulevard Section II construction project, after declaring the bidding process void, since none of the 22 companies purchased the tender

The statement explains that “Private Bidding is covered under the regulations referred to in the Central American Bank for Economic Integration (BCIE), in Article 22 E of the policy for the application of the rules of this financial institution.

It states that ‘private bidding or competition is a format similar to the bidding process or tender, except that the invitations are made expressly to certain firms and not by public announcement. These companies must be qualified firms, selected on a non discriminatory basis, including, where possible, eligibility of foreign firms and invitation of a number of firms large enough to ensure competitive prices.‘
The bidding process for the project’s supervision, for which the receipt and opening of bids is scheduled for August 15, will continue its normal process.”

After two failed tender processes, El Salvador's Minsitry for Public Works (MOP in Spanish) has received four bids to construct the new highway.

The new highway will connect the country's capital San Salvador with Santa Tecla 9.9 kilometers (6.5 miles) away.

According to a MOP press release, of ten companies that were invited to tender, four have expressed an interest in building the second stretch of the Bulevar Diego de Holguín road, which will see the project completed.

After two tenders were declared void the 12 companies who showed interest in the avenue project will be invited to participate again.

The new regulations for the tender will be issued by the Central American Bank for Economic Integration (BCIE), who will also fund and supervise the initiative.

The Ministry of Public Works postponed until November 26th the date for opening bids.

The receipt and opening of bids for the construction of boulevard Diego de Holguín was scheduled for Thursday November 11th, according to the initial schedule.

"Public Works Minister, Gerson Martinez, explained that the main reason was the number of inquiries received from prospective bidders on the project.

El Salvador Will Invite Highway Tenders

Construction of stretch II of the "Diego de Holguín" boulevard will be granted to a different company, through a bidding process.

Gerson Martínez, Public Works Ministry, informed that the basis for the bids are almost ready and they expect to invite bids in August.

"He also said that $13 million have been requested to the Central American Economic Integration Bank (BCIE).
