Tender for Airport Furniture Declared Void-

Due to the claims presented by several participating companies, the authorities at Tocumen decided to declare the process void and start a new purchase.

Taking part in the tender for the supply and installation of custom furniture for Terminal B of Tocumen, were the companies: Selloro, S.A., Consorcio Nova Concept, Formica Distribution Center and Administration and Investments of the Isthmus, with offers of $1.3 million, $1.3 participated, $1.3 million and $1.4 million, respectively.

Regarding the tender process, Prensa.com reports that " ... it has been plagued by claims where parties accuse each other of not complying with the specifications. These claims have led the Administrative Tribunal of Public Procurement to suspend the process several times, while ordering the airport to conduct a new review of the proposals submitted." 

Regarding the status of the purchase, Carlos Duboy, manager of Tocumen, S.A., indicated that " ... they made the decision to declare the tender void in order to avoid further delays in the purchase ... now the process will be carried out through the Organization of International Civil Aviation (ICAO)."

Tocumen's Expansion Plans

Panama City airport authorities have started negotiating to buy the land needed to build a third runway and a passenger terminal.

The formal process for acquiring properties began with discussions with the owners of the six plots of interest to Tocumen S.A., all of different sizes and which together total some 800 hectares. Carlos Duboy, manager of Tocumen, explained that they presented a possible payment scheme that includes a portion in cash and another in exchange of state lands in other parts of the country.

For the second time the tender for the procurement of furniture for the north terminal at the Panamanian airport has been declared void.

The evaluation committee determined that none of the four companies involved in the process met the requirements.

"Representatives from two companies which were disqualified indicated that it is now likely that an emergency will be declared by Tocumen SA and the contract will be awarded in direct form, presumably to favor of a particular company", reported Prensa.com

Tender for South Terminal at Tocumen

The airport structure will cost about $400 million and be 50,000 m2 announced Panamanian authorities.

The manager of Tocumen, SA (administrator of the international airport), Juan Carlos Pino, said that the tender for the South Terminal at Tocumen International Airport, Panama will be released in March, and the works are expected to cost $400 million.

Lack of compliance denounced in Panama's Tocumen tender

Two of the consortiums participating in the process have requested the disqualification of Consorcio Aero Tocumen for not complying with the tender's requisites.

According to an article from Prensa.com: "The consortium that presented the second lowest priced bid ($79.5 million), integrated by the Spanish firm Constructora San José, Constructora Panameña de Aeropuertos and Inmobiliaria Suramericana en Desarrollos Urbanísticos, requested the disqualification of the Colombian consortium AeroTocumen, responsible for the lowest priced bid ($68.6 million).
