Tender for 110 MW: Bids Disqualified

Because both participating companies did not comply with the specifications, in Guatemala the bidders were disqualified in the photovoltaic solar energy tender.

Wednesday, August 21, 2019

Total Eren Guatemala, S.A. and Corporación Klondike, S.A. presented their bids in the tender for the supply of electricity generated by photovoltaic solar systems, up to a maximum of 110 MW under the BOT modality.

However, the tender board determined that none of the companies met the requirements of the tender specifications. See tender details.

This public procurement process was surrounded by controversy, as complaints were made against officials of the National Institute of Electrification (Inde) who approved the bases for the tender and other processes of the tender for the purchase of solar energy for 110 MW, one of these was filed by the bench of deputies of Encuentro por Guatemala (EG).

According to Nineth Montenegro, head of the group of deputies of Encuentro por Guatemala (EG), a political group that filed one of the lawsuits, in this public procurement process are incurring in the crimes of breach of duty, abuse of authority and fraud.

Edwin Escobar, vice-president of Inde, explained to Prensalibre.com that "... having disqualified the companies by the Bidding Board demonstrated a large number of irregularities that led them not to open economic bids. It is striking that the economic bids have been returned to the suppliers as this would be an important test for the investigation made by the Public Ministry."

Martín Rocher, Vice President of Business Development for Latin America at Total Eren Guatemala, stated that "... they want to understand and find out why they were disqualified and that they will subsequently issue a position.
