"The winner of the competition will have to develop a work plan with a methodology for achieving the scope of the consultancy.

A diagnosis needs to be prepared of the current situation of the Project at the level of progress of work and technical specifications implemented in the work carried out in order to identify the actions that must be taken to ensure compliance with and maintain the operational standards of the regulations of The American Association for Highway and Transportation Officials (AASHTO) and the applicable National Standards, especially General Specifications for Road and Bridge Construction (September 2001); Central American Road Maintenance Manual with a risk management and road safety approach (2011 edition) and other applicable national and regional regulations.

Develop complementary studies defined in the present bidding rules, according to the defined scope and methodologies.

Structure the project under the format of Alliances for the Development of Economic Infrastructure, developing the technical, financial and legal studies for the project to dimension the project and then elaborate the transaction documents.

Provide support and accompaniment to the ANADIE and the ICE, so that prior authorizations can be obtained from the Bidding Regime in compliance with the Law of Alliances for the Development of Economic Infrastructure, Decree number 16-2010 of the Congress of the Republic of Guatemala, drawing up the required reports and documents.

Elaborate the Tender Documents and their Annexes, which include the project of Contract of Alliances for the Development of Economic Infrastructure and its Annexes, as well as support and accompaniment to the ANADIE and the ICE for approval of the project and its documents for the CONDIE.

Transfer of knowledge to the staff of the ANADIE and the ICE."

The deadline for receipt of bids is October 9, 2017.

"The National Agency of Partnerships for Economic Infrastructure Development (ANADIE) is inviting individuals and legal persons who meet the requirements of these Prequalification Rules, to express their interest in participating in the prequalification phase, which aims at, prior to the eventual opening of bids, creating a list of prequalified entities who may participate, as appropriate, in the Tender Project of the Partnerships for Economic Infrastructure Development called "renovation, management, operation, maintenance and additional works for the highway Escuintla-Puerto Quetzal with toll collection," which has the objective of improving, acquiring right of way, operating and maintaining the 2 tracks that make up the stretch of road Escuintla - Puerto Quetzal, whose administration and road management will be financed through tolls.
