Tender: Inspection of Hydroelectric Adduction Tunnel

The National Institute of Electricity in Guatemala is putting out to tender the inspection service of the adduction tunnel at the hydroelectric plant Chixoy.

Guatemala Government Purchase 4425642:

"Contract for an inspection service of adduction tunnel at Chixoy Hydroelectric Plant, with a flooded tunnel whose length is 25.96 kilometers with diameters ranging between 4.94 and 4.35 meters.

The aim is to internally inspect the adduction tunnel with sound and video, in order to generate a profile of the tunnel and collect necessary data on its current condition to ensure its proper working order and also to detect any significant abnormalities in size, deformation, cracks, worn or broken off concrete, lack of concrete, rubble, partial collapse of rocks, general changes in the section and its integral state in order to make future decisions to correct and prevent further damage that could affect its lifespan.

The inspection must pay special attention to areas where it is suspected that geology could be of concern. Also included are inspections of the bars on the intakes, outlet for fondo I and outlet for fondo II. "

The deadline for receipt of bids is February 25, 2016.

The Ministry of Public Works is aiming for the state run power company and not a construction company to be the entity that builds a 5 kilometer road tunnel arguing that the advantage is that "we would not have to tender it".

In order to expedite the long timeframes for navigating the tortuous paths to government procurements by tender, the Solis administration intends to proceed under the 'exceptional' criteria set out in the Government Procurement Act, and take advantage of the "tunnellers" at the Instituto Costarricense Electricity (ICE), which will be left idle once construction of the Reventazon hydroelectric dam is completed. The government is considering contracting the state company directly, without declaring a tender in which private construction companies could also put forward offers and be considered for the work. According to the chief of the department, the work consists of building a tunnel connecting Hacienda Vieja de Curridabat with the roundabout of social guarantees in Las Garantías Sociales Zapote (5 kilometers).
