Tender: Construction of Educational Infrastructure
The Ministry of the Presidency is putting out to tender the design and construction of the Higher Technical Institute of the East (ITSE) in the province of Panama.

"DESIGN AND CONSTRUCTION OF SUPERIOR TECHNICAL INSTITUTE (ITSE) OF THE EAST IN THE PROVINCE OF PANAMA (best value tender with separate evaluation)."
"... The ITSE needs to have a capacity for 5,000 students and 250 teachers, and must be designed according to their educational and pedagogical philosophy described above. The educational facilities are designed to support the educational process and provide a flexible learning environment, which is safe and stimulating. "
"The ground for the development of ITSE is located in Finca 455 263, located in Tocumen, on Ave. Domingo Diaz, just off the Southern Corridor. This property currently belongs to the Tocumen International Airport (AITSA), of which approximately 10.6 hectares will be segregated to create the plot of land where the project will be developed. The management of the segregation and purchase and transfer will take place in parallel with the design of the Institute and will be completed before starting construction work. "

Estimated Total Construction Area: 104,180 m2.
Arguing anomalies in the evaluation of tenders, the consortium made up of Meco and Edificadora Centroamericana Rapiparedes has requested a suspension of the tender whose value is around $180 million.
The economic proposal submitted by the consortium that launched the appeal obtained the second best score, behind the consortium with the best score, of 893 points.
The government has announced that investments will be made in road infrastructure, social housing, health, sanitation and education in 2016.
The eastern part of the Province of Panama (covering the eastern part of Tocumen International Airport to Darien Province) could have new infrastructure projects, as announced in the last Cabinet council meeting of the Government.
Financing has been approved for various infrastructure projects such as storm drains and sanitary systems in Ancon, Panama District.
From a statement issued by the National Assembly of Panama:
The Budget Committee has approved a transfer of a share belonging to the Ministry of Finance in the amount of six million balboas to process the contract with the company MCM GLOBAL, SA, for the construction of basic infrastructure.
Out of a portfolio of seven infrastructure projects estimated at $1.3 billion and which are essential to the economic development of Guatemala, only one is just beginning to see the light.
The project to build the State Administrative Center, estimated at $200 million, is the only one that has started to be implemented since the National Agency for Partnerships for Economic Infrastructure Development (ANADIE) was created in 2013. However, the project, which is just at the stage of pre-qualification of companies, has encountered several obstacles that have delayed the process of making the award and starting the works.
