Initially the China Engineering Company (CHEC), asked the National Road Council (Conavi) for an extension of 400 days to deliver the extension of 107 kilometers, which connects the crossing to Rio Frio with the center of Limon, however, the authorities only agreed to delay for 174 days, therefore, the work would be delivered no later than March 2021.

CHEC argued that they asked for the extension, after the work was delayed due to situations beyond their control, such as the expropriation process.

Mario Rodriguez, director of Covial, told Nacion.com that "... with the acceptance of the deadline, the company was required to present, at the latest next week, a plan detailing the actions to guarantee that within two months the first 20 kilometers of this road will be delivered."

Rodriguez added that "... Even in the last meeting they promised that they would give priority to achieving that (the first kilometers); we are waiting for them to fulfill what they offered. In the next meeting they must show us how they are going to achieve what they are promising us, we hope to see in that meeting that strategy to increase production in the area."

The initial deadline for delivery of the work that barely reports 15% of the progress, was October 2020.

The Chinese company in charge of the project will start construction work in the second half of 2018, and not in September of this year, as originally planned.

The delay is due to the fact that the Costa Rican State has not yet completed all of the necessary procedures to begin the project. There are up to 1,000 expropriations pending settlement, an archaeological study is still pending and there is still no plan to relocate public services such as water, electricity and internet cables.

China Harbour Engineering Company has accepted a request by the Solis administration to extend the signing a loan to be used for the extension of the road going from San José to the Caribbean.

It is the fifth time there has been a postponement of the signing of the loan agreement for the extension of 105 kilometers of Route 32, which connects the capital with the Port of Limón, in the Caribbean, but the first in the administration of President Luis Guillermo Solis.

Five Costa Rican construction companies have submitted a joint proposal to take over the expansion to four lanes of 107 miles of kilometers to the Caribbean.

The companies, Codocsa, Desarrollos Mega, Pedregal, Productos de Concreto and Traesa submitted a joint proposal for the expansion to four lanes of the Rio Frio to Limón stretch on Route 32.
