Road Infrastructure Works In Limbo

In Costa Rica, the Solis administration is trying to give the order to begin the construction and extension of 107 kilometers of the route to Limón, eventhough studies, permits and 1,200 expropriations have not yet been carried out.

President Luis Guillermo Solis could give the order to start work on Monday to the construction firm China Harbor Engineering Company (CHEC), but the project has so many tasks and procedures still pending that it is difficult to understand how the construction company will be able to start work under the current conditions.

Nacion.com reports that "...Despite the green light being set to be given, there are at least eight pending tasks: They have not yet started any of the 1,200 expropriations needed for the road, the forest inventory for the felling of trees is barely 15% complete, there are no permits to execute work on the rivers, there is no concrete plan for the transfer of public services such as water pipes, electricity, fiber optic cables and even the Recope pipeline that transports fuels to Cartago, and an archaeological study is pending on five sites along the road."

"... There is also no detailed work schedule, and in addition, it has not yet been decided where the $60 or $65 million needed to make the extra pedestrian bridges and the 50 kilometers of marginal roads which communities requested in recent months will come from."

The Chinese company in charge of the project will start construction work in the second half of 2018, and not in September of this year, as originally planned.

The delay is due to the fact that the Costa Rican State has not yet completed all of the necessary procedures to begin the project. There are up to 1,000 expropriations pending settlement, an archaeological study is still pending and there is still no plan to relocate public services such as water, electricity and internet cables.

President Solis has personally announced that the environmental impact study for the expansion to four lanes of Route 32 to Limon has now been approved by the environmental authority.

Almost two months after the National Environmental Technical Secretariat (SETENA) rejected the study as "flawed and incomplete", the institution has now granted the approval, according to President Luis Guillermo Solís through his own social networks.

Costa Rica: Deadline to Sign $395 million Chinese Loan Extended

China Harbour Engineering Company has accepted a request by the Solis administration to extend the signing a loan to be used for the extension of the road going from San José to the Caribbean.

It is the fifth time there has been a postponement of the signing of the loan agreement for the extension of 105 kilometers of Route 32, which connects the capital with the Port of Limón, in the Caribbean, but the first in the administration of President Luis Guillermo Solis.

The loan signed by the previous government is tied to a contract for the construction of 105 kilometers of road which was pre awarded to China's CHEC.

An article in Nacion.com reports that "... The government of Luis Guillermo Solís reported today that China will make a formal request to renegotiate the loan to expand Route 32, which was signed during the administration of Laura Chinchilla."
