From Competition Bulletin No. 156 by the Commission to Promote Competition (COPROCOM) in Costa Rica:

OPINION ON PARALLEL IMPORTS
EXP. No. 40-12

The company KPO Alpha INC SA (hereinafter: KPO) has asked the Commission to Promote Competition (COPROCOM) for the technical criteria on transparency and legality of parallel imports of medicines.

Regarding parallel imports.

The activity known as parallel importation is the purchase and import of products from outside of distribution channels contractually negotiated by the manufacturer.

In our country there is no law prohibiting parallel imports, on the contrary, the Constitution enshrines the right of every citizen to perform a commercial activity as long as it is legal and meets the requirements for its execution, in that sense, there is no legal basis on which to prohibit parallel imports.
