Panama: Works Resume on Hospital City

The FCC and the Social Security Department have agreed to resume construction works for the project on January 15, 2016, aiming to finish it in September 2018.

Work on the construction of the Hospital City will resume on January 15, 2016 with a workforce of approximately 2000 employees, following an agreement between the Social Security Department (CSS), the Government of the Republic of Panama and representatives of the company FCC in order to have the project ready in September 2018.

From a statement issued by the Presidency of Panama:

The working meeting held in Palacio de las Garzas was also attended by the President Juan Carlos Varela, Health Minister Javier Terrientes; the director general of the Social Security Department Estivenson Giron Desgrenger, the Comptroller General, Federico Humbert; Deputy Minister of Public Works, Marietta Jaen, among other senior officials of the State.

"As stewards of the state we are committed to carrying out this project, we have the support of minister Terrientes, director Girón and support from Comptroller Humbert, to promote this new stage. Moving forward is the best " said President Varela, at the end of the meeting.

The Social Security Department has made a partial payment of $40 million to the contractor of the project to resume work and complete the complex, valued at $517 million.

The project which was awarded to the company Fomento de Construcciones y Contratas (FCC) during the Martinelli administration is only 45% complete, and it should be completed in 2017.

The Ministry of Health and the construction company IBT Health Group reached an agreement to resume construction of work in hospitals in the provinces of Darién, Los Santos and Chiriquí.

In order to start construction, the Comptroller General of the Republic will authorize the agreements and documents signed between the Ministry of Health (MoH) and IBT Health Group.

Construction is semi-paralyzed while Social Security Department tries to amend the initial contract of $587 million due to cost overruns, delays and technical problems.

At present, the project is 30% complete, and it has been estimated that the work will have a cost overrun of $300 million since the initial contract with the Spanish FCC only covered 25% of the required equipment.

Construction of Hospital City to Start in April

In order for the $587 million project to start, the only thing now needed is approval of the contract between Panama’s Social Security Department and the company FCC Construction by the Controller General of the Republic.
