Panama: Three Bids to Manage Metro Line 2 Project

The proposals for project management of line 2, range between $32 million and $36 million, in the tender where the reference price is $40 million.

Companies have until May 23 to address technical aspects of the tender, and then be evaluated based on the specifications of the Secretariat of the Panama Metro (SMP). It is expected that the winning consortium of the supervision contract with a duration of 58 months, will be announced in June.

"The first proposal was made by Consorcio PML2 who offered $32 million and is composed of the Spanish Ayesa Ingeniería y Arquitectura, S.A., Transporte Metropolitano de Barcelona, S.A. and The Louis Berger Group, Inc. from the United States."

"Consorcio Panamá L2 also proposed $32 million, and is made up of the companies Systra from France and Inelectra from Panama. The last bidder was Consorcio ML2 Panamá composed of Egis Rail (France), Ineco (Spain) and Integral Ingeniería de Supervisión (Colombia). Their proposal was for $36,530,789. "

Ayesa Inelectra-TMB will Manage Panama´s Metro

The Spanish consortium was awarded the bid to manage the Panamanian Metro.

The financial offer made for $ 27.9 million was the lowest received, and the proposal was also the one with the highest score.

The public acquisitions directorate judged that GMP's attempts to demonstrate its experience were not detailed enough and that the content was largely superficial. In doing so it supported the evaluating committee's decision to disqualify the consortium.

The consortium composed of Barcelona's Metro, Ayesa and Inelectra obtained the best score for their offer to manage Panama's Metro Project.

In addition to the TMB-AYESA-INELECTRA consortium bid, the proposals presented by TYPSA and the METROPAN consortium also met the minimum tender requirements.

A total of five consortiums have submitted proposals to manage and provide technical support for the construction and operation of the Panama Metro.

The lowest price offered came from Barcelona's Metropolitan Transport consortium - Aguas y Estructuras S.A, at $27.97 million.
