Panama: Gasoline With or Without Ethanol

Approval has been given to a law which gives consumers the option to choose if the fuel they pump into their vehicle does or does not contain ethanol.

From a statement issued by the National Assembly of Panama:

Legislation has been created designed to give legal status the option for fuel users to choose gasoline with or without or ethanol added to it.

The full Legislature approved on its third reading in the House Bill No. 37, which guarantees the consumer the option to buy fuel without ethanol, based on the provisions of the constitution in Article 49, which provides for freedom of choice for people when obtaining quality goods and services.

Panama: Shortage of Ethanol to Mix with Gasoline

The country's ethanol producer has stopped supplying the additive to fuel distribution companies.

Extract from resolution 2188 issued by the National Secretariat of Energy and published in the official newspaper of Panama, La Gaceta:

"...Considering:

....that the company Campos de Pesé SA, the only company producing anhydrous ethanol used for blending with gasoline, has suspended sales of this product to importing companies - distributors of fuels, which creates a situation of shortage of anhydrous ethanol for blending with gasoline.

The recently passed amendment to the law defines as a priority the use and import of raw materials for the production of biofuels and provides a new price for electricity generated from forest biomass.

Guatemala: Pilot Plan for Biofuel

The Government has announced the creation of a unit focused on the incorporation of ethanol into the fuel energy matrix.

The Ministry of Energy and Mines (MEM), with technical and financial support from the Organization of American States will create a biofuels unit to incorporate a pilot plan to replace 5% of the gasoline used with ethanol.

Panama: Tax on Ethanol Imported for Fuel

October 2013

A tax of $3.78 per gallon of fuel blended with imported ethanol has been proposed to protect local sugarcane-based production.

The plan was presented to Congress by Omar Castillo, Deputy Economy Minister who proposes to protect the domestic alcohol industry by "... establishing that the imported items can be only used in beauty products, nail polish and all products containing these products and that it can not be used for fuel production," reported Prensa.com.
