Panama: Complaints Over Children's Hospital Tender

Participating companies have reported irregularities in the award of the work.

Companies interested in the tender for study, design, plan development, construction and financing of the new Children's Hospital in Panama have alleged there are irregularities in the award of the project.

The latest complaint was presented by Agrupación Nuevo Hospital del Niño y Acciona Infraestructura, against a staff report prepared by the evaluation committee of the Ministry of Health (MoH), where the virtual winner is FCC Construction.

" ... In the first evaluation, the MoH announced as "virtual" winner Acciona Infrastructure after obtaining the highest score (92.7 points). That prompted an appeal by the FCC, and in a second evaluation committee it was determined that Acciona Infrastructure's score should be lowered to 85.7 points, because of "technical flaws" found in the proposal."

"With the new rating, the FCC would likely winner , with 88.5 points , although it had initially been second , not to submit any documentation required by the specifications ."

Another Setback for the Children's Hospital

Due to the fact that the company China Camc Engineering Co. Ltd. filed an appeal, suspension of the act for prequalification of the work, estimated at $281 million, has been ordered.

The General Directorate of Public Procurement decided to accept the Appeal Suit submitted by the representative of the Chinese company Camc Engineering, against the evaluation report for the act for the "Prequalification for studies, construction, equipment and maintenance of the new Children's Hospital, Maternity of the Hospital Santo Tomás, and annexed areas, restoration of the gardens and remodeling of the Abeja building".

Panama: Auction of Children's Hospital Still Stalled

For the third time the bids submitted by companies interested in building the new hospital will be reviewed.

The Directorate of Public Contracts annulled the second report by the tender evaluation committee, after participating companies denounced more irregularities.

"Now the committee will evaluate proposals from five companies who qualified in the process, they are: Consorcio Hospital San José Panamá, Acciona Infraestructura, Agrupación Nuevo Hospital del Niño, Consorcio FCC-HN and Consorcio Nuevo Hospital del Niño."

The Ministry of Health is to assess the economic proposals presented in the tender for the construction of a new Children's Hospital.

Under the order of the Public Procurement Directorate, the Ministry of Health will review again the economic proposals of the companies that participated in the tender for the construction of the new Children's Hospital, on 18 November.

Of the 24 companies present at the clarification meeting for the tender, in the end only seven presented bids.

Today it will be determined if the companies meet the requirements of the technical proposal to build the new Children's Hospital. In the next thirty days the evaluation committee must submit a report to present the winning of the award.
