New Platform for Public Works Projects

In Panama, a six-month period was granted for government institutions to incorporate information from public infrastructure projects tendered by the State in a new digital platform.

Representatives of the National Authority for Transparency and Access to Information (Antai), reported that initially the decision to use the platform was voluntary, however, the General Directorate of Public Contracting determined that the use of this website is mandatory.

The new digital platform on aims to create a system to collect, verify and disseminate information about infrastructure projects from the time of planning to the delivery of the work.

Angélica Maytín, director of Antai, explained to that "... the current portal Panama Compra, which works as the equivalent of, requires 11 indicators or data for each tender. The new standards include 40 indicators. There will be a before-and-after in infrastructure, improving the value of investment in this type of projects."

The article adds that "... Currently, only the Municipality of Panama, the Institute of National Aqueducts and Sewers (Idaan) and the Ministry of Economy and Finance (MEF) agreed to participate, voluntarily, in the pilot website, although all government entities should be involved."

The project comprises patching streets, laying asphalt cement, repairing and painting bridges, plus other works in the metropolitan area.

Bids will be received on December 30th, at the offices of the Contracts Administration Directorate (Dirección de Administración de Contratos), in Panama City.

Panama: Contracts for Over $2 Billion

June 2009

From December 2006 to May 2009, there were 204,516 contracts awarded through the website.

According to the consolidated management report of the Directorate General for Public Contracting (DGCP), the total amount was over $2.446 billion.
