Northern Triangle: More Negotiations for Customs Union

Guatemala, El Salvador and Honduras have yet to finalize their Customs Union, since this week a new round of negotiations began in which they will follow up on the project to implement the advance declaration.

Although in December 2018 it was reported that the El Poy integrated border post in Chalatenango, the first to have the necessary infrastructure to operate within the framework of the customs integration of the Northern Triangle, began operating in El Salvador, the unification process is currently under negotiation among the countries.

Regarding the new negotiations, authorities informed that the objectives of the round that will take place this week are to define the indicators that will be used to measure the effectiveness of the processes.

Werner Ovalle, Customs intendant of the Superintendence of Tax Administration (SAT), explained that "... the Customs Technical Committee will follow up on the project to implement the advance declaration, which is expected to be mandatory in all three countries. The customs procedures to be incorporated in the process between Guatemala and Honduras will be reviewed, and El Salvador's IT development schedule will be followed, among other issues."

Luz Estrella Rodríguez, Minister of Economy of El Salvador, said to Dca.gob.gt that "... El Salvador's accession to the AU is not a mere letter, nor is it a simple agreement between the parties. By signing the accession, the technical teams committed themselves to work on the homologation of many processes.

According to the Central American Economic Integration Secretariat, the consolidation of the Customs Union will reduce transport costs associated with border crossing between 21% and 25%.

On November 12th, the VII Round of Negotiations for the inclusion of El Salvador in the integration process towards the free transit of individuals and goods between Guatemala and Honduras began in San Salvador.

The negotiations between the three countries will last the entire week and it is expected that this round of dialogues will address issues related to the customs, migration, sanitary and phytosanitary challenges facing El Salvador.
