Nicaragua: Reform to Laws on Electricity

The new contracts with renewable energy generators indicate that the contract price will be valid provided it is below that of thermal generation.

From the preamble of the draft law which has already been approved:

"... The current initiative also includes provision to establish that energy distributors nationwide sell to the ENACAL the energy that is required, at the lowest price of the generators. The Nicaraguan Energy Institute (INE) will ensure the above provision of law, based on the regulations approved for that purpose by the MEM.

It also provides that the Ministry of Energy and Mines will approve and publish the Reference Price Band for new contracts for renewable generation. If because of the effects of lower fuel prices for generation, the price of thermal generation is less than the price of renewable generation, new contracts to be signed with renewable generators must be adjusted, so that the price contracted with the generator will be valid provided it is below that of thermal generation.

Both the Costa Rican Union of Chambers and the Presidency have said that Congress should fasttrack the approval of the Electricity Contingency Act.

According to the Minister of the Presidency, Carlos Ricardo Benavides, this project is a priority of the Government and it is hoped that it will be adopted before the end of the year, despite its opposition by various sectors.

New Regulation for Renewable Energy Generators

May 2012

The National Energy Board of El Salvador has approved a Regulatory Framework for the Promotion of Renewable Energies.

From a press release from the Salvadoran Association of Industrialists (ASI):

In order to continue promoting power generation using renewable energy sources, the National Energy Council (CNE in Spanish) has revealed the adoption of a Regulatory Framework for the Promotion of Renewable Energy which will generate the policies and regulatory and financial measures needed to attract investment in these technologies.
