Nicaragua Not Able to Sell Meat to Panama

Nicaraguan businesses are reminding President Martinelli of his pledge to sell meat in Panama outside of the framework of the National Products Stock Exchange.

Beef imports from Nicaragua have still not become a reality in the face of opposition by Panamanian of farmers to the prices of imported meat quotas after the removal of restrictions being set outside the National Stock Products (Baisa).

After a recent visit to Nicaragua president Martinelli said that he would eliminate the obstacles and that Nicaragua could sell a quota of 1,700 tons of meat this year. According to Nicaraguan exporters, this commitment includes selling the product outside the mechanisms of Baisa.

However, the first round of 160 tons to be negotiated was not completed because the price offered by suppliers in Nicaragua exceeded the local price in Baisa.

"In this way, the meat would go directly to supermarkets, bringing competition to many local producers. At least this is what Panamanian farmers claim, who warn that if this happened it would go beyond the bilateral agreement between Panama and Nicaragua, signed in 2009 as part of the free trade agreement with Central America, " reported Prensa.com.

"The pact established that importation of Nicaraguan duty free beef in the country must be agreed through Baisa, a mechanism which is now opposed by Nicaraguan exporters."

Nicaraguan Meat Won't be Auctioned in Panama

Finally it seems a solution has been found to the entry restrictions on Nicaraguan beef in the Panamanian market, as part of the conditions imposed on the canal country for trade integration with Central America.

According to an article in Prensa.com "Panama can be integrated with Central America (CA), but in exchange it must accept some conditions, including the mechanism of entry of the beef quota from Nicaragua", which does not include it being marketed through auction on the National Products Exchange (Baisa).

The National Stock Market (BAISA) will hold next Wednesday the fourth auction of beef cuts from Nicaragua, as part of the quota established in the Free Trade Agreement between Panama and Central America.

The president of the National Cattlemen Nicaragua (Conago), René Blandon stated that if successful, beef exports to that country would reach 22 tons per year.

Representatives from meat exporting companies announced their intention of exporting outside the Free Trade Agreement.

They believe that the auction method used to assign the quota is unfair, as it does not respond to market conditions.

“On March 3, the Panamanian Finance ministry invited bids for purchasing 1.500 tons of beef from Nicaragua. Such amount is the entire quota for Nicaraguan beef in 2010 according to the FTA”.
